PURPOSE
Reporting tothe Director Land and Resources the position is responsible for overseeingthe administration and compliance of land use activities on Gwichin PrivateLands (GPL) ensuring that all access and usage align with the GwichinComprehensive Land Claim Agreement (GCLCA) and reflect the values andpriorities of Gwichin communities. This role plays a central part insafeguarding Gwichin lands through effective permitting processesintergovernmental collaboration and ongoing community engagement.
RESPONSIBILITIES
Manage the intake and record-keeping of activitiesproposed on Gwichin Private Lands (GPL).
- Lead the assessment decision-making and issuance ofGPL permits including fee collection and distribution to stakeholders.
- Develop permitting protocols tools and workflows tosupport consistent and efficient reviews.
- Conduct technical reviews in collaboration withsubject matter experts.
- Monitor permitting systems and ensure ongoingcompliance with applicable requirements.
- Manage participant gravel authorizations in accordancewith established guidelines.
- Provide Technical support on complex or high-impactland use applications.
- Liaise between the Gwichin Tribal Council (GTC)communities and regulators to ensure compliance with the GCLCA.
- Maintain internal tracking systems for land useactivities on Gwichin lands.
- Support consultations with community members regardingproposed land use activities.
- Prepare detailed reports and updates for seniormanagement and leadership.
- Provide guidance on policies as well as territorialand federal legislation that may impact Gwichin rights.
- Maintain field safety systems; ensure appropriateawareness of field activities adherence to safety procedures andidentification and mitigation of potential hazards.
- Complete monitoring reports for land use activitiesauthorized under permits including follow-up to ensure rectification of anynon-compliance with terms and conditions.
- Coordinate the development and ongoing maintenance ofthe land registry database.
- Establish and maintain a geo-referenced database ofmaps to support the identification evaluation and implementation of land useplans water use plans conservation planning and other land managementinitiatives within the Gwichin Settlement Area (GSA).
- Additional duties as assigned.
QUALIFICATIONS
- Bachelors degree in a related field such asEnvironmental Studies Natural Resource Management Geography IndigenousStudies Land Use Planning Environmental Law or Public Administration.
- A postgraduate diploma or masters degree in any ofthe above areas would be considered an asset.
- Minimum of 24 years of experience in landadministration permitting or environmental/resource management preferablywithin an Indigenous or northern governance context.
- Demonstrated knowledge of the Gwichin ComprehensiveLand Claim Agreement (GCLCA) and the governance structure of the GwichinTribal Council is strongly preferred.
- Experience with GIS mapping systems land registrydatabases and compliance monitoring tools is highly desirable.
- Familiarity with territorial and federal legislationaffecting land use Indigenous rights and environmental assessments ( Valley Resource Management Act Species at Risk Act etc.).
- Willingness to travel within the Gwichin SettlementRegion and occasionally beyond.
