Job Summary
The Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontarios capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair improper or fraudulent practices to foster fair efficient and competitive capital markets and confidence in the capital markets to foster capital formation and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy operational and enforcement activities. The OSC also contributes to national and global securities regulation development.

Summary
As a member of the Product Office reporting to the VP & Chief Product Officer the Senior Business Analyst plays a critical leadership role in the delivery of complex enterprise-scale finance transformation initiatives. This role leads end-to-end business analysis operating model design organizational change and enablement activities for ERP initiatives including the implementation and ongoing optimization of the Workday Finance platform.
Operating at a strategic and tactical level the Senior Business Analyst partners closely with Finance leadership Product Office Platform Managers vendors and enterprise stakeholders to translate business strategy and regulatory obligations into clear actionable business requirements future-state processes and measurable outcomes. The role requires a deep understanding of financial operations data flows controls and reporting combined with strong executive communication analytical rigor and change leadership.
This opportunity is considered to be a business critical role supporting the Information Services and Digital Solutions department.
Key Responsibilities
Business Analysis
Lead business analysis activities for complex cross-functional finance initiatives ensuring alignment with organizational strategy regulatory obligations and digital modernization goals.
Define and document current state future state and transitional state processes capabilities and systems identifying gaps risks and opportunities for optimization.
Translate strategic objectives into business capability models value streams and prioritized requirements.
Support investment and prioritization decisions by contributing to business cases options analysis and benefits realization frameworks.
Provide advisory support to senior leaders on process design trade-offs system capabilities data impacts and change implications.
Requirements & Process Management
Elicit analyze validate and manage business functional non-functional and reporting requirements across the finance domain.
Apply structured BA techniques (e.g. process modelling use cases user stories decision models data mapping) to ensure clarity and traceability.
Ensure requirements are clear testable traceable and aligned to enterprise standards and platform capabilities.
Partner with technical teams vendors and product owners to support solution design configuration decisions and integration alignment.
Support end user testing and defect triage by validating requirement coverage and business outcomes.
Finance & ERP Domain Expertise
Serve as a subject matter partner for finance transformation including financial operations planning budgeting reporting controls and compliance.
Lead analysis related to financial data flowsand downstream reporting impacts.
Identify opportunities for standardization automation and control improvements leveraging Workday best practices.
Ensure alignment between finance processes and risk management internal controls and audit requirements.
Change Management & Adoption Enablement
Lead and contribute to organizational change management (OCM) strategy and delivery in collaboration with change and communications partners.
Develop and maintain a change impact assessment across roles processes skills and systems.
Define and execute stakeholder engagement communications and adoption strategies to support successful transition to future-state ways of working.
Design and oversee training strategies curricula job aids and demonstrations tailored to both end users and power users.
Measure adoption and readiness identifying risks and recommending mitigation strategies.
Stakeholder & Vendor Management
Facilitate workshops working sessions and executive briefings with diverse stakeholder groups including senior finance leaders.
Act as a trusted advisor and liaison between business units platform teams and external vendors/system integrators.
Review and challenge vendor deliverables to ensure alignment with business needs quality standards and agreed outcomes.
Support governance forums by preparing analysis insights and decision materials.
Governance Risk & Continuous Improvement
Ensure business analysis activities comply with enterprise governance frameworks standards and documentation practices.
Identify assess and escalate risks related to business readiness process integrity and solution fit.
Contribute to the evolution of BA practices templates and methods mentoring junior analysts as required.
Support post-implementation reviews and continuous improvement initiatives to optimize business value realization.

Qualifications & Experience
Minimum 5 years of progressive experience in finance-related roles and/or enterprise business analysis.
Proven experience implementing and configuring Workday Financial Management (required).
Demonstrated experience delivering large-scale ERP or finance transformation initiatives.
Strong background in business analysis methodologies with experience across Agile and Waterfall delivery models.
Experience in stakeholder facilitation workshops and executive-level communication.
Advanced proficiency in process modelling and presentation tools (e.g. Visio PowerPoint).
Experience in financial services or regulated environments (strong asset).
Consulting experience with a professional services firm (asset).
Relevant certifications (e.g. CBAP PMP Agile Prosci) considered an asset.
