We are currently looking for a Site HSES Manager in the framework of an EPC Project for the construction of an Air Separation Unit (ASU) in Pirdop Bulgaria.
The assignment consists in overseeing all Health Safety Environment and Security (HSES) activities on site with a particular focus on the high-risk relocation and installation phases of the Main Air Compressor (MAC) from Poland to Bulgaria.
On a daily basis the Site HSES Manager will report directly to the Site Manager.
The main duties are the following:
- Promote and enforce the 12 Life Saving Rules across all site activities.
- Advise the Site Manager regarding disciplinary actions related to personnel or subcontractors found to be in breach of applicable HSES rules and regulations.
- Ensure that subcontractors fully comply with all contractual and local HSES requirements including project HSES plans safety standards local regulations client requirements and site-specific rules.
- Review and co-validate subcontractors HSES plans risk assessments method statements and all other required safety documentation.
- Verify that all materials tools equipment and machines used on site comply with applicable local regulations and project requirements.
- Communicate and reinforce safety requirements related to high-risk activities such as excavation confined space entry work at height lifting operations radiography pneumatic and hydraulic works.
- Monitor and validate procedures related to the use handling and storage of chemical products on site.
- Monitor the effective implementation of daily housekeeping standards on the worksite and in the base life area.
- Lead HSES meetings with subcontractors issue the related Minutes of Meeting and ensure proper follow-up and close-out of observations and action points.
- Manage and verify all site permits and notifications including Safe Work Permits Confined Space Permits X-Ray Notifications Pneumatic Notifications Hydraulic Notifications and Heavy Lifting Plans in accordance with local regulations project standards and site requirements.
- Participate in coordination meetings with subcontractors providing HSES guidance on co-activity high-risk works special operations and specific safety instructions linked to site conditions weather confined spaces and client constraints.
- Carry out regular site safety audits identify corrective actions and ensure follow-up through to effective close-out.
- Stop any activity whenever unacceptable risks are identified in relation to materials work methods techniques or execution conditions that may endanger people equipment or the environment.
- Deliver specific HSES training sessions to workers including Toolbox Talks Safe Work Permit awareness Work at Height and Confined Space training.
- Implement and maintain the site-specific HSES and Emergency Response Plan updating it whenever necessary.
- Conduct regular safety walk-downs maintain HSES inspection records such as Safe/Unsafe Acts daily logs report unsafe conditions and behaviours to site management on a regular basis and recommend appropriate corrective measures.
- Audit all HSES-related documentation issued by subcontractors including JHAs/JSAs permits equipment inspections site inductions incident reports operator certifications meeting minutes and training records.
Requirements
- Degree-qualified in Health and Safety Engineering or equivalent ideally at Safety Engineer Level 2 / senior middle management level.
- Minimum 8 years of experience on construction sites within the Oil & Gas Construction or Petrochemical industries.
- Strong experience in contractor HSES management.
- Polish Health & Safety qualifications are mandatory.
- Good knowledge of HSES requirements related to high-risk construction activities.
- Fluent in English both written and spoken.
- Good command of standard office tools including Word Excel PowerPoint and Google tools.
