To prevent crime Police needs information collected and delivered to our officers that is able to be accessed securely anywhere anytime. Making this happen is the daily work of the ICT group creating and operating world leading solutions in emergency comms and dispatch case management intelligence communications networks corporate services and digital services for the public. The Cyber Security Centre (CSC) helps product teams to ensure those services are protected trusted reliable and available in line with Police and government expectations. The CSC are involved with design and implementation as well as monitoring and support across all operational services. The work is crucial to keep our frontline and information safe and our ICT services operating.

We are looking for two cyber security leaders that have the right people skills and technical expertise but also share our vision for innovation partnerships and being part of a positive work environment.

One of the Cyber Security Managers will lead the security operations team and services including the Cyber Security Operations Centre (SOC).

The other Cyber Security Manager will lead cyber security support to ICT product teams and projects to create and maintain secure services from requirements risk assessment and design through to maintaining accreditation over the system lifecycle.

Both teams work closely with the third Cyber Security team who provide technical testing and related enterprise guidance and assurance services.

Key Accountabilities:

  • Cyber Security Manager Services

    • Manage a cyber security team.
    • Manage a dynamic portfolio of work to support and assure products and projects e.g. security risk assessment.
    • Guide and support initial and ongoing security assurance including the Certification and Accreditation and change management processes.

  • Cyber Security Manager Operations

    • Manage the Security Operations Centre and team including activity status monitoring and alerts intelligence and threat hunting.
    • Manage cyber security incidents and support other incidents that have a cyber security dimension.
    • Security reporting.
    • Cyber security request management.
    • Utilisation and evolution of SOC tools and processes.

To be successful in these roles you will have experience and be able to demonstrate the following:

  • For the cyber security services role:
    • Experience with security processes in system development lifecycles and assurance frameworks including Certification and Accreditation.
    • Pragmatic team player who can lead cross-functional teams and foster strong relationships to analyse complex issues enable solutions and guide delivery of practical secure and assured solutions.

  • For the cyber security operations role:
    • Experience with SOC processes and tools e.g. SIEM SOAR
    • Availability to support after-hours escalation for significant incidents
    • Ability to both think on your feet while also being a good planner to minimise the need to think on your feet.

  • For both roles:

    • Capability to successfully lead technical and specialist functions.
    • Knowledge and experience in a range of cyber security domains
    • Security risk management skills and experience
    • Ability to balance multiple priorities and expectations.
    • Desire to collaborate and work across teams to achieve better outcomes
    • Knowledge of government ICT directives and standards such as the NZISM.

  • Current CPK at the rank of the vacancy you are applying for (Constabulary only).
  • For both Constabulary & Police Employees:
    • Agree to enrol in a leadership programme at the advertised level at a future date or
    • Have qualified under CEP or a previous Career Progression Framework at the level you are applying for.

Required Qualifications:

  • Relevant industry or tertiary qualifications (e.g. CISSP CISM CRISC SABSA or a Cyber Security university degree would be an advantage however considerable experience in delivering the above is paramount.
  • Agree to enrol in a leadership programme at the Grade 22 level at a future date or have qualified under CEP or a previous Career Progression Framework at that level.
  • Both roles are predominantly based in the Porirua area. Some travel may be required within the Wellington and Porirua areas.

The minimum criteria for this level of national security clearance is:

NZ Citizen who has resided continuously in NZ for the last 10 years or:

  • A Permanent Resident who has resided continuously in NZ for the last 10 years or
  • A citizen of or has resided continuously in one or more of the following countries for the last 10 years: Australia Canada United Kingdom or United States of America and has a background that can be verified by the NZSIS.
