Position Summary

The IT Project Manager will lead the planning execution and delivery of technology initiatives supporting a K-12 school district in Texas with an initial focus on Help Desk (IT Service Management) and Identity & Access Management (IAM) systems. This role is responsible for ensuring successful implementation of enterprise systems that support district staff students and operations. This is a fully on-site role working closely with district leadership technology teams campus staff and external partners to deliver projects that align with instructional goals operational efficiency and compliance requirements.

Key Responsibilities

Project Leadership & Delivery

  • Lead end-to-end project management for ITSM and IAM system implementations
  • Develop and manage project plans schedules budgets and resource allocations
  • Track scope timelines risks issues and dependencies across multiple projects
  • Facilitate status meetings executive updates and stakeholder communications
  • Ensure alignment with district strategic priorities and technology roadmap

Help Desk / ITSM Implementations

  • Oversee implementation and optimization of district help desk and service management platforms
  • Define service catalog ticket workflows SLAs and escalation procedures
  • Standardize processes for incident request problem and change management
  • Coordinate integrations with student systems HR/finance systems and device/asset systems

Identity & Access Management (IAM)

  • Lead implementation of identity lifecycle management processes (provisioning and deprovisioning)
  • Coordinate integrations with directory services student information systems and business applications
  • Establish and manage role-based access controls (RBAC) aligned to district policies
  • Support secure access strategies including authentication and access governance

Stakeholder Engagement

  • Work closely with Technology HR Finance and campus leadership to gather requirements
  • Translate operational needs into clear technical and project requirements
  • Serve as the primary liaison between business stakeholders and technical teams

Vendor & Partner Coordination

  • Manage third-party vendors and implementation partners
  • Track deliverables timelines and issue resolution
  • Ensure vendor accountability to project scope and service expectations

Compliance & Governance

  • Ensure alignment with Texas Education Agency (TEA) requirements and student data privacy regulations (e.g. FERPA)
  • Support audit readiness related to system access data security and operational controls
  • Establish governance processes documentation and standard operating procedures

Change Management & Training

  • Lead change management efforts including communication training and adoption strategies
  • Coordinate end-user training and documentation for district staff
  • Support post-go-live stabilization and continuous improvement initiatives

Required Qualifications

  • Bachelors degree in Information Technology Business Administration or related field
  • 5 years of project management experience preferably in K-12 or public sector environments
  • Experience leading implementations of help desk/service management and/or identity management systems
  • Strong understanding of:
    • Directory services and user account management
    • Authentication and access control concepts
    • IT service management processes (incident request change)
  • Demonstrated ability to manage cross-functional teams and multiple stakeholders
  • Strong communication organization and leadership skills

Preferred Qualifications

  • Experience working in a Texas K-12 school district environment
  • Familiarity with student information systems and school district operational workflows
  • Experience integrating enterprise systems across departments
  • Project Management certification (PMP or equivalent)
  • Knowledge of IT service management frameworks (e.g. ITIL principles)
