JOB SUMMARY

Drives Information Technology (IT) initiatives and projects based upon Salt Lake Countys user-defined business requirements.

MINIMUM QUALIFICATIONS

Bachelors degree from an accredited college or university in the Information Technology field or business or other closely related field plus six (6) years of related experience; OR an equivalent combination of related education and experience.

Must obtain at least one of the following professional certifications in Project Management within the first 6 months of hire.

  • Project Management Professional (PMP)
  • Agile Certified Practitioner (PMI-ACP)
  • Certified Scrum Master (CSM)

Will give preference to:

  • 7 years managing complex technology projects
  • Experience in government or large regulated organizations
  • Deep stakeholder engagement experience
  • Formal certification (PMP PMI-ACP etc.)

Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Communicates project expectations and status using both Agile artifacts (burn-down charts roadmaps) and traditional reports (status updates risk registers) as appropriate.
  • Leads IT projects using a hybrid approach incorporating Agile methodologies while ensuring alignment with county governance and compliance requirements.
  • Follows the Project Management Office (PMO) processes and policies; adheres to standards for project management within the IT organization.
  • Identifies and addresses project risks early using risk management techniques such as iterative feedback loops and incremental releases.
  • Serves as a liaison between technical and non-technical stakeholders creating actionable plans that meet county and project needs which helps identifies and defines required resources services equipment personnel and tasks required to achieve project goals.
  • Works with stakeholders/sponsors to define project vision and goals.
  • Supports the Product Owner team and stakeholders in refining and prioritizing backlog items to ensure smooth project execution.
  • Develops and maintains iterative project roadmaps incorporating Agile sprints while ensuring alignment with county goals.
  • Facilitates Agile stand-ups sprint planning and retrospectives while maintaining structured project documentation as required.
  • Continuously evaluates and improves project processes to implement best practices blending traditional PMO standards with Agile principles for optimized project execution and customer satisfaction.
  • Manages scope changes proactively leveraging change control processes while ensuring alignment with governance requirements.
  • Collaborates with IT teams and leadership to prioritize initiatives based on county value and impact.
  • Establishes communicates and manages project budgets submits budget proposals and recommends budget changes.

KNOWLEDGE SKILLS AND ABILITIES (KSA)

Knowledge of:

  • Project management concepts principles and best practices
  • Agile frameworks (Scrum Kanban Lean) and iterative development practices as well as traditional Waterfall when necessary
  • Agile roles and responsibilities (Scrum Master Product Owner Development Team) and how they interact within the County environment
  • Adaptive project planning iterative delivery and Agile backlog management
  • Techniques for incremental project execution risk management in Agile and Agile change control
  • Project Management tools such as Smartsheet MS Planner Jira Azure DevOps Trello or other project management solutions
  • Business process analysis system development life cycle (SDLC) and Agile software development principles
  • Stakeholder engagement techniques particularly in County government setting with cross-functional teams
  • Project budgeting quality assurance and risk management adapted for iterative project execution.
  • Continuous improvement practices Agile retrospectives and organizational change management for Agile adoption
  • Uses Agile estimation techniques (story points T-shirt sizing) while integrating traditional resource allocation when needed

Skills and Abilities to:

  • Communicate effectively both verbally and in writing
  • Think logically and systematically; solve complex problems; effectively apply general principles to specific conditions
  • Facilitate projects and meetings comfortable working with all levels of the IT organization and the County
  • Analyze business and technical processes and determine ways of making them more efficient
  • Remain calm under stress and be able to quickly adjust and multitask between several competing priorities at once
  • Maintain confidentiality and professionalism

IMPORTANT INFORMATION REGARDING THIS POSITION

This position is subject to being called to work prior to or after the scheduled shift in the event of an emergency. May be required to work holidays nights and weekends as needed.
