GENERAL DESCRIPTION OF POSITION
As Voter Registrar manage the Voter Registration for Saline County to include working with technical software that is networked with a statewide system managing daily process of voter registration. Local computer files must be maintained so the registrants address can determine the proper voting districts. Registrant voting records are maintained for tracking of voting so inactive voters can be contacted following Federal guidelines and purged if necessary. Maps and spreadsheets must be studied and maintained. Election data proofed and uploaded to all tablets for each polling site for elections. Results of elections uploaded into voter system after all elections. Training of poll workers on tablets and processes. Additionally function as Quorum Court Secretary by attending all special and regular meetings of Quorum Court taking minutes and maintaining permanent records. This position is responsible for assisting the Chief Deputy Clerk in managing the front office personnel ordering all office supplies communicating with all equipment vendors; assisting in budget process; closing out office month end and preparing disbursement checks to state agencies assisting state auditors with financial documents; preparing deposits and maintaining the monthly receipt journal.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Conduct all liaison activities in a professional manner to ensure maximum cooperation between and among the County the public and other agencies.
- Answer phone calls and questions from other departments.
- Act as secretary for the Quorum Court taking minutes of Quorum Courts special and regular meetings keeping permanent records; enters and updates County Ordinances.
- Assist with front counter duties; marriage licenses probate serve as notary etc. Prepare disaster plan for office.
- Oversees inventory for voter registration.
- Send letters to each City Mayor and School Superintendents requesting their millage information for the current year collected in the following year. For cities this will be in the form of an ordinance and the schools will furnish a letter on their letterhead showing the breakdown of their mills. This is in conjunction with the Assessors Office.
- Train and oversee co-workers in the use of the voter registration database as needed.
- Maintain maps of voting districts annexations and improvement districts working with the Saline County GIS Office.
- Coordinate and oversee the Odd Year Mail-out as per the National Voter Act.
- During elections responsible for submitting the additional payroll of approximately 300 poll workers and accompanying paperwork.
- Provide Rosters to outlying counties for all Annual School Elections.
- Prepare election data within the voter system to be uploaded by Election Systems Software. Proof and sign off on all election data processed by Election Systems Software for tablets.
- Proof and sign off on election data and input into all tablets going out to polling sites.
- Research Provisional Voters to determine reasons and present findings to the Election Commissioners.
- Prepare correspondence to Provisional Voters for signing by the Election Commissioners.
- Upload results of elections into Voter Registration System and post to registrants records for early and Election Day voting maintain records.
- Prepare post-election reports.
- Assist Chief Deputy with processing of payroll on a bi-weekly basis; maintain accounting of earned and leave time for all personnel in the office.
- Track all daily receipts balance receipts preparation of deposits.
- Close out month end and disburse funds to appropriate state agencies.
- Provide support to the front office filing paperwork for new and current probate matters answering phones issuance and recording of marriage licenses filing of county related documents etc.
- Perform any other related duties as required or assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge skill and/or ability required.
EDUCATION AND EXPERIENCE
High School Diploma or GED with knowledge of a specialized field (however acquired) such as business administration public administration office administration or related field with 5 years of election administration duties and 4 years of management experience preferred.
COMMUNICATION SKILLS
Ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers clients general public and other employees of the organization.
REQUIRED CERTIFICATES LICENSES REGISTRATIONS
Employees are required to take an Oath of Office and become a Notary Public. Attend Clerks Conference for continuing education on matters dealing with probate and EQ.

RESPONSIBILITY FOR WORK OF OTHERS
Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities may include but not limited to interviewing hiring and training employees; planning assigning and directing work; appraising performance rewarding and disciplining employees; addressing complaints and resolving problems.
Supervises a moderate-sized group (8-15) of employees engaged in important complex operations consisting of employees in different classifications who perform a wide variety of duties.
Supervises the following departments: Directly supervises employees in the County Clerks Office when the Chief Deputy isnt present.

Regular use of highly complex machines and equipment; specialized or advanced software programs.
WORKING CONDITIONS
Somewhat disagreeable working conditions. Continuously exposed to one or two elements such as noise intermittent standing walking pushing carrying or lifting. May involve some travel and/or work is at times in the evening or during the night hours.

VOTER REGISTRAR
- Starting at the rate of $57064
- This position is scheduled to work Monday/Friday 8 AM to 4:30 PM with some evenings required depending upon the workload with paid holidays off.
- Bilingual pay of $2080 is available once proficiency has been established.
- Group health dental and life insurance is paid by the County for the employees coverage provided the employee obtains a wellness check within the designated time frame.
- For employee retirement the County contributes 15.32% per pay period of the employees gross towards the employees retirement through the Arkansas Public Employees Retirement System.
