JOB SUMMARY
Provides management oversight and technical assistance for internal and external stakeholders related to medical countermeasures planning development implementation and evaluation of public health preparedness and response to public health threats and emergencies. Leads medical countermeasures planning inventory and operational response activities. Oversees warehouse distribution compliance and logistics to ensure timely and effective deployment of resources during public health emergencies.
MINIMUM QUALIFICATIONS
Bachelors degree from an accredited college or university in Community or Public Health Public or Health Administration Nursing Emergency Management or other closely related field plus four (4) years of related experience; OR an equivalent combination of related education and experience.
Due to the nature of this position the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
A valid Drivers License accepted by the State of Utah is required at the time of hire. A valid Drivers License issued by the State of Utah must be obtained within six (6) months of hire in order to operate a County vehicle.
ESSENTIAL FUNCTIONS
- Develops and maintains emergency public health medical countermeasures planning and guidance in response to bioterrorism smallpox flu and other public health threats for internal and external partners.
- Supervises assigned staff to include hiring orienting training assigning and reviewing work performance annual performance appraisals and discipline.
- Plans coordinates and manages stakeholder roles and projects from initiation through completion; analyzes grant requirements and performance data to support compliance reporting effective program implementation and alignment with funding objectives and Health Department goals.
- Manages the division medical countermeasures and emergency bureau inventory warehouse and distribution according to Central of Disease Control (CDC) and FDA standards and protocols.
- Provides networking recruiting materials education and guidance for the Health Department and health care facilities.
- Manages grant budget strategies to prioritize funding prepares annual grant proposals Request for Proposal (RFP) Memoranda of Understanding (MOU) inter-local agreements and program performance statistics.
- Provides emergency response training and exercises for department personnel external partners and community members.
- Creates plans and reports for CDC auditing.
- Ensures compliance to all federal and local regulations pertaining to records management (HIPAA and GRAMA) and OSHA blood-borne and respiratory precaution standards.
KNOWLEDGE SKILLS AND ABILITIES (KSA)
Knowledge of:
- Narrative Basic public health emergency management
- Aspects of radiological chemical and biological response
- Infectious disease epidemiology signs symptoms and laboratory findings
- Personnel practices budgets and resource management
- Federal/state medical countermeasures available to local communities during emergencies and disasters
- Current nursing practices related to public health preferred but not required
- Computers and software related to job-specific duties
Skills and Abilities to:
- Narrative Provide clinical technical assistance and training to a variety of stakeholders
- Develop and implement plans and procedures

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
May be required to work in various environments with uncomfortable conditions i.e. hot cold aromatic or dirty. Must have the ability to stand bend and sit for extended periods of time and perform repetitive motor tasks.
IMPORTANT INFORMATION REGARDING THIS POSITION
Normal work schedule is Monday through Friday 8:00 AM to 5:00 PM. May be required to work holidays nights and weekends as needed.
