Job Summary

APPLICANTS MUST BE PERMANENT IN ASSOCIATE BENEFITS OPPORTUNITY SPECIALIST CIVIL SERVICE TITLE.

The Family Homelessness and Eviction Prevention Supplement (FHEPS) program assists families with children and survivors of domestic violence at risk of entering or remaining in the shelter system to maintain and/or secure permanent housing by issuing them a rental supplement in addition to their Cash Assistance (CA) shelter allowance.

Under general supervision with latitude for independent decision making and action in accordance with agency policies/procedures and federal/state regulations the Associate Benefits Opportunity Specialist Level III reports to the Director of the FHEPS Centralized Determination Unit ( FCDU) responsible for determining eligibility for receiving the FHEPS housing subsidy program administered by NYC HRA. This program assists families with moving out of shelter into permanent housing and/or maintaining permanent housing by providing a housing subsidy to cover all or a substantial portion of the rent.

Homelessness Prevention Administration (HPA) is recruiting for one (1) Associate Benefits Opportunity Specialist (ABOS) III to function as a FHEPS Senior Supervisor who will:

- Provide administrative support for the FHEPS Centralized Determination Unit on behalf of the
Program Director.

- Pre-screen applications for FHEPS supplements received Legal Service Providers Department
of Homeless Services (DHS) to determine completeness.

- Review and audit selected records including computerized records to ensure that the information
contained is accurate complete and supported by appropriate documents and in compliance with
all applicable policies and procedures.

- Review comply and analyze activity reports submitted by the unit prepare management reports.

- Investigate and respond timely to inquiries from DHS Legal Service Providers Homebase

- Monitor the Rental Assistance Database (RAD) to ensure cases do not go beyond prescribed
timeframes without a determination to comply with established policy.

- Serve as TTSS coordinator for the unit to make certain staff enroll in Paperless Office System
(POS) Rental Assistance Database (RAD) to complete their tasks.

- Liaise with ITS on technical issues affecting staffs use of equipment.

- Review policy and procedures related to FHEPS process and assess training needs on
behalf of Program Director.

- Review and sign off on FHEPS applications submitted to FCDU as necessary to ensure timely
determination and avoidance of any backlog of cases.

- Monitor assign and process determinations on FHEPS applications in Current.


Hours/Shift: 9:30am-5:30pm

Qualifications :

1. A four-year high school diploma or its educational equivalent and three years of
full-time satisfactory experience working directly in social/human services or a
related setting providing either:
a) client services.
b) employment planning/counseling services which involves job development
skills assessment and employment placement or other economic
opportunity programming.
2. A baccalaureate degree from an accredited college; plus eighteen months of full-time satisfactory experience working as a Benefits Opportunity Specialist; or
3. A baccalaureate degree from an accredited college; plus eighteen months of full-time satisfactory experience as described in one (1) above.
4. College credit from an accredited college may be substituted for this experience
on the basis of 60 semester credits for 9 months of the work experience described
above. However all candidates must have at least 18 months of full-time
satisfactory experience working as a Benefits Opportunity Specialist or performing
social/human services work as described in one (1) above.
