Job Summary

Civil Service Title- Administrative Business Promotion Coordinator N/M


The Director of Budget is responsible for developing planning monitoring and evaluating all facets of the New York City Department of Transportation (DOT or the Agency) Division of Bridges expense budget including revenue and grant budgets. This role involves directing the development and oversight of both the Personnel Services (PS) and Other Than Personal Services (OTPS) budgets. The Director will maintain the Divisions budget reconciliations and lead the Divisions participation in the quarterly financial development plan coordinating submissions and supporting materials through DOTs Budget Office in support of the Agencys obligations to the Office of Management and Budget.

Responsibilities:

Oversee the day-to-day operations of the Expense Unit including launching purchase orders and creating requisitions in FMS;
Monitor and analyze PS and OTPS budgets ensuring alignment with financial plan targets and identifying variances risks and reallocation opportunities;
Track PS budget utilization and flag potential funding risks including structural gaps that may require needs submissions or financial plan adjustments;
Serve as the primary liaison with DOT Financial Management unit and grant oversight entities to develop coordinate and support budget requests financial plan changes and grant-related submissions;
Provide guidance to staff and oversee the accuracy of all financial transactions and submissions in FMS and related systems including Financial Plans budget modifications surplus/needs submissions and spending plan updates;
Submit budget modifications from staff to Financial Management and Analysis Subdivision;
Coordinate with the Financial Units Chief of Staff (COS) in the execution of citywide financial exercises (e.g. Program to Eliminate the Gap - PEGs New Needs) including identifying savings opportunities service impacts and implementation strategies;
Develop and present budget narratives justifications and supporting analyses for executive review and submission through DOTs Budget Office;
Oversee budget forecasting and spending plan development including multi-year projections and trend analysis to support sound fiscal planning;
Coordinate with capital program staff to distinguish expense-eligible costs ensure accurate budget classification and support appropriate cost allocation between expense and capital funding sources;
Represent the Division at Agency internal meetings regarding budget-related matters;
Monitor expense contract liquidations and encumbrances ensuring the proper utilization of prior year accruals by project teams;
Ensure compliance with City budgeting policies DOT financial management guidelines and fiscal accountability standards;
Troubleshoot financial issues by identifying and resolving challenges and discrepancies related to financial transactions; and
Review and Analyze Revenue generating units within the division (e.g. Truck Permit Unit Weigh in Motion etc);
Perform other related duties as assigned by the Assistant Commissioner.


Preferred Skills
Experience interacting with or responding to the NYC Office of Management and Budget (OMB) including financial plan submissions needs exercises or budget reviews;
Familiarity with City financial planning processes including PEGs New Needs and Financial Plan submissions;
Strong analytical and budget forecasting experience in a public sector environment;
Experience coordinating across capital and expense budgets including cost classification and funding eligibility determinations;
Familiarity with transportation infrastructure programs bridge-related capital projects or DOT operations preferred.

Qualifications :

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years of supervisory or administrative experience including handling of business promotion or urban economic problems at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or

2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in 1 above.

Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a States Department of Education or a recognized accrediting organization.
