Job Description:
This position works collaboratively with Public Health program staff subrecipients contractors and internal business partners to promote sound grants management practices and compliance with applicable grant terms and conditions state and federal laws and regulations and department policies and procedures. The position also supports program management through grant-related fiscal analysis budget development support payment tracking risk assessment audit response activities and other portfolio support functions.
Pay: $27.005 to start. $28.356 after successful completion of original probation.
Core Functions / Job Duties
Core functions include performing desk reviews and monitoring of DHHS subrecipients and supporting compliance and grants management activities across assigned Public Health grant portfolios.
- As part of a team perform financial and compliance monitoring of subrecipient invoices expenditure support and related documentation to assess alignment with grant terms and conditions state and federal law regulations and department requirements.
- Identify organize and prioritize monitoring and compliance review projects with guidance from team leadership and the administrator of the Finance and Program Integrity unit.
- Provide consultation and technical assistance to DHHS staff contractors and subrecipients on grants management requirements documentation expectations cost allowability financial monitoring and interpretation of applicable laws regulations and award terms including federal OMB Uniform Guidance (2 CFR 200) and other grant-specific requirements.
- Assist in the development implementation and follow-up of corrective action plans to address identified compliance concerns documentation deficiencies monitoring findings or audit issues.
- Co-develop guidance tools procedures and training resources to improve consistency and quality in monitoring activities across the division; help deliver training webinars and question-and-answer sessions for internal staff and external partners.
- Prepare summaries findings recommendations and other written work products related to monitoring results compliance risks corrective actions and process improvement opportunities.
- Maintain organized records of monitoring work correspondence documentation reviewed and follow-up activities.
Secondary Functions / Assigned Portfolio Support
This position may also:
- Provide data and analytical support to program management for budget development grant planning and forecasting of personnel operating contractual or other grant-related costs.
- Prepare and report on the status of grant activity including subaward and contract activity and assist with review and tracking of payments to subrecipients and vendors for compliance with agreement terms and accounting principles.
- Attend grant review meetings update meetings conference calls and meetings with funders or other relevant partners.
- Assist with internal audits Auditor of Public Accounts reviews and federal or other external monitoring and audit activity by researching issues compiling documentation drafting responses and helping track corrective actions.
- Complete special reports for division management regarding compliance trends risk assessment monitoring priorities and corrective
Requirements / Qualifications
Minimum Qualifications: Bachelors degree in grants management business administration public administration accounting budgeting OR related fiscal field and four years experience in grant management contract administration accounting budgeting OR other fiscal related areas of work. Additional years of experience in the area listed may substitute for the required education on a year-for-year basis.
Preferred Qualifications:
- Four or more years of experience in grants management grant compliance subrecipient monitoring fiscal monitoring auditing accounting budgeting contract administration or related public-sector compliance work.
- Bachelors degree in public administration public finance accounting business administration economics law grants management or another related field.
- Training certification or continuing education in grants management federal compliance auditing accounting or related areas.
- Experience interpreting and applying federal regulations and grant requirements especially 2 CFR 200 cost principles subrecipient monitoring requirements and audit-related expectations.
- Experience reviewing invoices financial support personnel documentation contracts subawards or other fiscal records for allowability allocability reasonableness and adequate support.
- Strong Microsoft Excel skills including use of lookup functions sorting and filtering and pivot tables.
- Comfort using electronic recordkeeping document management and accounting systems.
- Strong analytical writing interpersonal and communication skills.
