Main Purpose of Job

The Security and Public Safety Administrative Officer ensures provider compliance with theDSS and CSA Contracts and Scopes of Work by tracking incident reports invoices andother administrative materials referenced in the contract. The Administrative Officer alsofrequently engages with security vendors throughout the State and conducts random sitevisits to all DHS facilities that employ contracted security services. During these visits theAdministrator reports back any non-compliance.

POSITION DUTIES

  • Oversee update and maintain the Incident Report Tracker to document monitor and support follow-up on all Security and Public Safety incidents occurring statewide.
  • Track Security and Public Safety invoices and assist in the review and approval process to ensure accuracy compliance and timely processing.
  • Assist in performing security assessments at DHS Department of Social Services (DSS) and Child Support Administration (CSA) facilities and support oversight of contracted security personnel assigned to these locations. Provide assistance during evacuations at DHS Central and satellite offices as requested.
  • Provide administrative support in drafting revising and maintaining documents related to emergency evacuation procedures Security and Public Safety policies governing the use and protection of DHS DSS and CSA facilities.
  • Conduct initial investigations and manage complaints related to contracted security personnel ensuring appropriate documentation confidentiality and follow-up action.
  • Maintain organized records for the Security and Public Safety Unit including security assessments incident reports invoices policies and procedures.
  • Provide oversight direction and coordination of all DSS and CSA security personnel including assisting with staffing assignments to ensure each facility is appropriately staffed during contracted hours.
  • Support the enforcement of laws rules and regulations governing the use and protection of DSS and CSA facilities by providing guidance and direction to staff and contracted personnel.
  • Assist with monitoring the performance of contracted security services ensuring compliance with contract requirements documenting contractor performance and serving as the primary point of communication between the Department and the security vendor.
  • Assist with site visits to DSS and CSA facilities to assess security conditions recommend safety improvements and perform facility surveys to enhance protective measures.
  • Assist with planning vendor meetings local agency meetings executive staff meetings and internal forums to address expectations operational requirements and contract compliance; represent the Assistant Chief when requested.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to twoyears of the required experience.

2. Candidates may substitute the possession of a Bachelors degreefrom a college or universityfor the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans policies rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the requiredexperience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicantswho possess the following preferred qualification(s).Include clear and specific information on your application regardingyour qualifications.

  • Six months of experience in supporting administrative operational or programmaticfunctions within security public safety emergency operations or facility managementenvironments.
  • Six months of experience in security management public safety emergency operations law enforcement coordination or facility risk oversight.
  • Six months of experience in developing or implementing security procedures incident reporting protocols or emergency response plans.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
