JOB TITLE: Monitoring Data Analyst

ORGANISATIONAL CONTEXT AND PURPOSE OF THE ASSIGNEMENT:
The PRG Programme Monitoring and Reporting Service (PRGM) serves as WFPs functional lead for monitoring corporate reporting (including COMET) and Community Feedback Mechanisms (CFM) at the global level. Based at Headquarters with outposted regional teams PRGM provides global services that ensure robust monitoring and reporting practices across WFP operations. Effective support to Country Offices is critical to uphold accountability drive continuous improvement and maintain the integrity of WFPs monitoring and reporting functions.
Monitoring is central to WFPs ability to deliver assistance effectively and responsibly. It ensures that the right people receive the right quantity and quality of assistance at the right time while providing evidence on programme results. Beyond oversight monitoring acts as a key control mechanism to identify implementation issues early and enable timely adjustments. PRGM sets corporate frameworks standards and methodologies and supports Country Offices in planning and implementing monitoring strategies through guidance tools and field support. It also facilitates reporting of monitoring findings to internal and external stakeholders reinforcing transparency and accountability.
The Field Monitoring unit (PRGM-F) provides guidance and supports the field in planning collecting measuring and analysing programme performance to inform decision-making maintain operational focus on results and generate data for analysis and this regard significant efforts have been made to standardise outcome and process monitoring data collection tools and to streamline semi-automated data collection and analysis processes.
The Field Monitoring (PRGM-F) Unit is currently investing in improving interoperable systems for standardized remote and face-to-face outcome and process monitoring data. Efforts are needed to maintain and continue to develop standardised monitoring content feeding into an integrated monitoring data pipeline to enable near real-time data analytics and visualizations. This will allow to sustainably analyse and visualise findings informing programmatic decision making and enhancing issue detection.
The Field Monitoring Unit (PRGM-F) is seeking a Monitoring Data Analyst within the Process Monitoring team to support monitoring survey standardization activities analytical script development and data visualisation to successfully roll-out outcome and process monitoring data collection tools to COs.

ACCOUNTABILITIES/RESPONSIBILITIES:
Within the Field Monitoring Unit (PRGM-F) and specifically the Process Monitoring team under the direct supervision of the M&E Officer leading work on survey standardization and data pipeline integration the monitoring consultant will lead efforts to develop and maintain standard data collection monitoring tools in line with corporate requirements and Normative Frameworks support data systems and analysis and provide field support for data generation analysis and use. She/he will contribute to all PRGM-F workstreams as required. Specifically the expected tasks to be covered include but are not limited to:


Workstream one: Measurement Framework & Standard Methods and Tools
Ensure Monitoring questionnaires and data collection tools are aligned to corporate methodologies of WFP Normative Measurement Framework including:
Update of standard questionnaire content and standard format in alignment with methodologies of WFPs Indicator Compendium and respective indicator methodologies;
Support the standardization and inclusion of new indicators in the Survey Designer platform upon request from Global HQ divisions or Regional Offices through the Codebook Governance service;
Contribute to the revisions of field & corporate WFP monitoring guidelines;
Support WFP Regional Offices and Country Offices (COs) in the uptake and implementation of monitoring guidance standardized tools and measurement requirements;
Where possible support the adaptation of standard tools to versions adequate for remote data collection modality.


Workstream two: Data Systems Analysis & Analytics
Support the efforts to develop and maintain corporate CO monitoring systems and solutions for data capturing processing and analysis. More specifically she/he will:
Develop monitoring analysis plans and analytical scripts for standard analysis of key outcome and process monitoring indicators and findings in alignment with corporate standards and Minimum Monitoring Requirements (MMRs);
Deploy standard face-to-face survey tools ensuring integration into data collection analysis - including script development (Python/R) and visualisation processes (Tableau).
Support the development of CO integrated monitoring data pipelines contributing to continued development of APP IM ecosystem tools for their use by Country Offices;
Undertake relevant analysis of global outcome and process monitoring data identifying opportunities for triangulation and trend analysis and support the development of global monitoring data visualization;
Carry out knowledge management of monitoring products and ensure sharing within relevant networks.


Workstream three: Field Support & Implementation
Support Regional Teams and COs in adopting new measurements and implementing new monitoring tools and systems across the evidence value chain. This includes:
Roll out and adoption of PRGM-F standard surveys and questionnaire content;
Streamline CO adoption of the Information Management Ecosystem platforms and tools such as Data Library and Data Bridges;
Update relevant corporate guidance as necessary;
Develop and update how to guides/tutorials; and
Facilitate regular online and face-to-face monitoring trainings.

Crosscutting
Cross-functional Collaboration: Coordinate closely with other PRGM teams and thematic units to support evidence generation and integration across programme cycles.
Travel: work streams may entail field monitoring support to ROs and COs by conducting field missions to support and strengthen the monitoring function and/or by building capacity of field staff in applying corporate guidance and methodologies.

DELIVERABLES AT THE END OF THE ASSIGNMENT:
The key outputs of the consultant are expected to be:
Indicator methodologies of the WFP Indicator Compendium are reflected in standard data collection tools in the Survey Designer platform;
Standard process monitoring questionnaires are comprehensive for all MMR process monitoring exercises and included in the Survey Designer platform;
Analysis plans and relative analytical scripts are developed and integrated into IM Ecosystem tools for streamlines and near real-time data analysis;
Global analysis is carried out leveraging outcome and process monitoring findings leveraging triangulation and trend analysis where possible;
Data visualization templates and tools developed and disseminated;
Knowledge management repository of all relevant PRGM-F monitoring products is maintained;
Field missions to support regional Offices/COs to support the monitoring function.


QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in social sciences statistics development economics performance management monitoring and evaluation or other related fields or First University degree with additional years of relevant work experience and/or training/courses.
Experience:
Minimum of five years of relevant professional work experience including in monitoring and analytical script development and data visualisation; Experience using a variety of quantitative and qualitative analytical tools and methods; Experience developing analytical scripts and using data analysis (e.g. STATA SPSS and/or R Python) and visualisation tools (e.g. Tableau) are required. Practical knowledge on how monitoring data and in particular process and outcome data is collected compiled analysed and presented for management decisions programme adjustment and donor reporting are desired.
Knowledge & Skills:
Previous experience in humanitarian or development context.
Proven knowledge abilities and skills in the areas of Monitoring and Evaluation including experience in Result Based Monitoring (RBM) principles and practices as well as preparing logframes and defining indicators.
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
