We are currently seeking:
A Planning and Development Administrator to join our this role you will coordinate and track development project status from application to approval facilitates City development processes resolves problems between the City of San Angelo and the development community coordinates community involvement in policy development and provides marketing and communication services for planning and development related issues; assists the Director in providing leadership and direction in the development of short and long range plans regarding growth and development; gathers interprets and prepares data for studies reports and recommendations; coordinates development activities with other departments and agencies as needed; assists in the management and supervision of activities and programs to achieve goals within available resources; ensures good customer service for citizens and the development community.
Your responsibilities:
- Tracks development projects in the City and facilitates the efficient and timely movement of plans applications and various technical documents through the various City Departments; monitors and tracks project paperwork from application to approval.
- Troubleshoots the development review process to ensure consistency and good customer service.
- Acts as the primary point of contact for all major development projects in the City; maintains document logs; monitors and reports review and approval processes.
- Processes development applications researches technical issues creates maps and prepares correspondence and staff reports as needed.
- Organizes public meetings and ensures that key individuals organizations and neighborhoods are informed and involved in policy development and departmental initiatives as well as ensuring awareness of available economic incentives for business and neighborhoods.
- Facilitates development project proposals through the review and approval process including leading the Development Review Committee.
- Assists City departments as needed to expedite review of development project documentation; monitors activities to assure the technical requirements are met.
- Creates and updates marketing and communication pieces for public distribution including but not limited to press releases newspaper editorials and guest features brochures mailers fliers contributions to online media outlets and public policy networking sites which advance and inform the public of local development initiatives other department communications; creates and maintains departmental websites.
- Complies and publishes Development Services annual report and monthly departmental communiqués to the development community and City staff composes and as needed makes presentation and speeches regarding development related issues.
- Evaluates the effectiveness of programs services and activities to ensure they are meeting development needs and customer requirements.
- Reviews plans ordinances processes and policies to ensure they are up-to-date in line with accepted building and planning standards and fair and equitable to developers and citizens.
- Coordinates long-range planning projects for the City.
- Assists with coordination of the Tax Increment Reinvestment Zone including assisting with Board meetings projects planning documents and the TIRZ incentive program.
- Directs and manages staff within the Development Services Division and reports directly to the Department Director.
- Coordinates and oversees other tasks special projects and plans as identified by the City Council City Managers Office and Planning Director.
- Meets regularly with department staff to discuss and resolve workload and technical issues.
- Supervises trains and provides disciplinary oversight as needed for Planning Division staff;
- Oversees composition and updating of Subdivision Sign Zoning and other related City ordinances;
- Serves as secretary to the Planning Commission Zoning Board of Adjustment and Design & Historic Review Commission;
- Prepares and maintains division budget;
- Prepares and delivers presentations to the Planning Commission Zoning Board of Adjustment Design & Historic Review Commission and the City Council;
- Assists the Director in administratively review of design variance and subdivision requests as appropriate;

- Effective verbal and written communications.
- Good customer skills and ability to relate and communicate with people from a variety of backgrounds.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachler Degree in Urban Planning Public Administration Public Relations or related field and three years of experience in a development related or marketing-communications related field; or Bachelors Degree and five years of experience; and at least 2 years supervisory experience; or an equivalent combination of education and experience.
Required Licenses or Certifications:
- Must possess a valid Texas Driver License with a good driving record.
- Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure.
Physical Demands / Work Environment:
- Work is performed in a standard office environment.
