We are seeking applications for a Procedures and Governance Co-ordinator working in the More Homes Division of the Housing Directorate. More Homes is responsible for delivering Scotlands Affordable Housing Supply Programme (AHSP) which has a total budget of more than 900 million in 2026-27 the AHSP underpins a high-profile and impactful Ministerial priority to deliver 110000 affordable homes by 2032. The work of the Division is focused on policy regulation funding and financing interventions to improve the operation of the housing system in Scotland and to increase the supply of affordable homes across all tenures.
Working with a C1 manager we are looking for a motivated and detail-oriented individual to join our team on a permanent basis. This is a pivotal role at the heart of affordable housing delivery within the Scottish Government. You will have the opportunity to influence how the AHSP operates ensuring that delivery is efficient effective and aligned with Ministerial priorities. The role offers a unique chance to work on complex policy and operational issues that have a direct impact on communities across Scotland.
The team is part of a friendly and supportive Unit which is led by a C3 Head of Affordable Housing Supply Programme. The rest of the Unit consists of a Central Programme Team a network of five Area Offices a Technical Team and a Finance Team.

Responsibilities
Key responsibilities:
- Support the delivery of the AHSP with responsibility for (a) overseeing the procedures governing the operation of the grant-funded element of the AHSP for councils and Registered Social Landlords (and their respective arms-length external organisations and subsidiaries) and (b) ensuring that appropriate delegated authority arrangementsfor managing AHSP expenditure are in place at all times (alongside other necessary administrative controls).
- Ensure that the terms and conditions of the suite of AHSP grant offer letter templates for the above organisations are suitably drafted at all times to protect the interests of Ministers.
- Ensure that accurate records are maintained to support monitoring of council and Registered Social Landlord participation in a programme of continuous improvement and identifying and implementing any lessons learned from this programme to ensure that affordable housing delivery is as efficient and effective as possible.
- Provide expert support and advice to colleagues across More Homes Division the Housing Directorate and the wider Scottish Government on a range of operational matters related to the AHSP.
- Contribute to policy development in other areas to ensure AHSP operational insights inform strategic decisions.
- Prepare good quality briefing on aspects of the AHSP for senior managers and Ministers within agreed deadlines alongside having day to day responsibility for drafting replies to MiCases PQs and FOI enquiries.
