Job Summary

Overview

Enjoy a diverse workload that varies in complexities and subjects as a General Counsel at the Department of Vermont Health Access (DVHA). We are currently seeking a General Counsel to lead our legal unit and manage all legal affairs for the department. This is a key leadership position for the department reporting directly to the Commissioner. Responsibilities include legal services advice and guidance to stakeholders in the department and agency. This includes complex contract drafting negotiation administration and enforcement of matters. Subject matter areas include but are not limited to personnel and disciplinary actions and investigations grant award administration and oversight public records requests HIPAA and privacy/security rules legislative affairs fraud/waste/abuse healthcare payment reform rate setting and reimbursement federal and state rulemaking and Medicaid policy regulations and statues.

The General Counsel position is a full-time exempt position located in Waterbury VT. Salary and benefits are based upon qualifications and experience in accordance with the Attorney Pay Plan.

Compensation

The General Counsel position is a full-time exempt position located in Waterbury VT. Salary and benefits are based upon qualifications and experience in accordance with the Attorney Pay Plan.

Qualifications

  • Juris Doctor (J.D.) degree from an accredited law school.
  • Proven ability to develop interpret and implement policies and procedures in compliance with state and federal law.
  • Knowledge of legal and policy issues relevant to human services.
  • Familiarity with public records including VT.
  • Written and oral communication skills with the ability to provide clear and practical legal guidance to both legal and non-legal audiences.

Preferred Qualifications

Preferred candidates will be competent in their knowledge of Medicaid law and rules; knowledge of both state and federal healthcare laws and regulations; knowledge and awareness of Vermonts Medicaid programs initiatives and special projects.
