SENIOR CONTRACT ADMINISTRATOR

Minnkota Power Cooperative is seeking applicants for the position of Senior Contract Administrator in the Procurement Department at our headquarters in Grand Forks North Dakota.

This position negotiates and administers contractsand purchase ordersfor laborandmaterial bydeterminingwhattheCooperativeneeds who the qualifiedsuppliers are requesting proposals evaluatingproposals with project managerand then negotiating a contract with the most qualified and cost-effectivesupplier. TheSeniorContract Administratoris the procurement lead onthe majority ofcapitalprojectsand federally funded projectsand backup forsupply chain risk management.

The pay range for this position begins at $106594per year. Appropriate compensation will be determined based on a candidates skills education and any previous relevant experience.

EssentialResponsibilities

  • Negotiates and executesmaterialand labor contracts.
    • Lead contracting for major capital projects and federally funded projects.
    • Examine guidelines and provide process documentation on federally funded projects.
    • Engagewiththeproject managertodeterminerequirementsspecificationsand/or scope of work. etc.
    • Expand knowledge and understanding of whatis being requested.
    • Develop a request forproposal.
    • Identifyand search forqualifiedsuppliers.
    • Submitrequestfor proposal tosuppliers.
    • Conduct a pre-bid meeting or call ifrequired.
    • Review proposals with theproject manager.
    • Ensure that quotedlabor ormaterial meets specifications.
    • Usebackground knowledge to negotiate acceptable contract terms with thesupplier.
    • Work through all clarifications with theproject manager.
    • Review attachments such as rates expenses etc.
    • Review insurance certificates todetermineif they meetCooperativerequirements.
    • Selectsupplierwith best value and abilities toperformcontract requirements.
    • If required get signature approval perCooperativeauthority level.
    • Issue contracts andpurchaseorders.

  • Administers material and labor contracts.
    • Monitor progress of contracts.
    • Keep track of Requests for Information and Potential Change Orders.
    • Assist with Project Management ensuring all documents drawings etc. have been provided as agreed upon.
    • Conduct meetings/calls with thesupplierto address issues as needed.
    • Attend regularly scheduled meetings/calls on the project as needed.
    • Negotiate and process change orders/amendments asrequired.
    • Ensure thattermsof the contracts have been satisfied.
    • Close outpaperwork forcontractsif applicable.
    • Engage in lessons learned meetings to better future contracts/projects.
    • Assistwith invoice discrepancy and questions.
                  • Conductsupplierinterviews and meetings.
                    • Watch for newsuppliers that provide goods and/or services that would be beneficial toCooperative.
                    • Request customer referencesbiographiesand information onplants facilities and officesfromsuppliersas needed.
                    • Inform thesupplierofCooperativeprocurement procedures and appropriateCooperativecontact.
                    • Updatesupplierfile information.
                    • Meet withsuppliers onsite and at offsite conferencesin order tomaintaina professional relationship and keep up to date onsupplierofferings.
                    • Discuss potentialsuppliers with the project manager.
                    • Line up calls as needed.

                  Job Qualification Standards

                  Education and Training

                  • An undergraduate degree insupply chainbusiness accountingengineeringor a related field isrequired.
                  • Mustmaintaina valid drivers license.

                  Experience

                  • Minimumof8years of experiencewithsupply chaincontractsbusinesslawor related work.
