Summary

The Fleet Specialist Senior is responsible for the design build and acquisition of APS fleet equipment. This position will procure new vehicles ranging from pickup trucks to complex service body trucks. This position will meet and review specifications with business unit partners and vendors to build relationships and set vehicle standards.

Minimum Requirements

  • Bachelors degree in Transportation Automotive Business Accounting Computer Science or other job-related field from an accredited college or university plus two (2) years experience in transportation automotive business accounting computer science or other directly related field.
  • In lieu of bachelors degree combination of college coursework and/or experience equaling six (6) years experience in transportation automotive business accounting computer science or other directly related discipline.


Preferred Special Skills Knowledge or Qualifications:

  • Equipment and vehicle acquisition background. Knowledge of specialty vehicle design and up-fitting.
  • Knowledge of industry standards multi-state regulations restrictions and Department of Transportation (DOT) compliance (e.g. weight/height restrictions loads axles electronic brakes).
  • Project management skills. Planning organizational and forecasting skills.
  • Ability to work effectively in an environment with multiple projects and shifting deadlines.
  • Strong analytical business process negotiating and problem-solving skills. Attention to detail.
  • Experience in transportation related business processes. Knowledge of vehicle assembly subsystems and parts.


Major Accountabilities

1) Manages the full life cycle for specialized utility work vehicles and equipment (e.g. forklifts utility vehicles pole trailers sludge trailers dump trailers trouble trucks). Identifies equipment and replacement vehicles by working with vendors to develop specifications. Procures equipment. Coordinates and processes end-of-life vehicle disposals after appropriate method of disposal is determined by garage (e.g. donation salvage scrap repurpose). Tracks process during vehicle manufacture and assembly and performs on-site inspections to ensure accuracy. Receives delivery of final vehicle from manufacturer performs new vehicle get ready and trains operators as required.

2) Ensures compliance to all company policies and procedures as well as State and Federal regulations including DOT OSHA ANSI etc.

3) Serves as primary contact with Business Unit partners and suppliers to ensure a continuous flow of quality vehicles and services to meet or exceed service levels at the lowest total cost.

4) Develops detailed specifications for complex vehicle and equipment (e.g. series 16-22 vehicles condors) in partnership with vendor department leader and engineer. Ensures adherence to standards pricing manufacturer and regulatory compliance. Understands implications of modifications.

5) Conducts research and analysis including budget cost management replacement schedules and compliance reporting. Controls cost of operation by establishing pricing at or below retails rates and ensures overall transportation budget nets to zero.

6) Participates in defect analysis to determine root cause areas of risk change requirements and full extent of condition.

7) Builds strong working relationship with vendors and negotiates expedited dates and prices by preparing vendor bids evaluating quotes assisting in determining bid awards managing invoice discrepancies and adherence to contracts working through change orders and making recommendations to management. Ensures vendor designs and changes are properly managed.

8) Processes routine purchase orders contracts and procurement card transactions.
