| TEAM PURPOSE: The FSL team works towards ensuring that people living in poverty on the Gaza Strip can exercise their rights to be healthy educated and secure with access to essential services including during times of crises and emergencies. To act with partners and the community as a force for change in addressing humanitarian causes and alleviating their symptoms and timely responding to emergencies and crises on different scales and magnitudes. JOB PURPOSE: The FSL Coordinator will be responsible for leading the design planning implementation and overall management of the Food Security and Livelihoods (FSL) program under the Gaza Response Plan. This role contributes to the delivery of Oxfams strategic objectives by coordinating FSL interventions and working closely with different technical teams and partners. The coordinator will provide overall leadership and effective management of Oxfam and local partner teams in Gaza to ensure the timely and high-quality implementation of FSL activities and the achievement of program objectives. This includes overseeing program planning implementation and reporting; supporting the development of program guidelines standard operating procedures (SOPs) and budgets; and ensuring that interventions are delivered efficiently and in line with agreed program standards. The FSL Coordinator will also contribute to generating evidence and learning to inform program improvements response planning and strategic decision-making. |

| KEY RESPONSIBILITIES FSL Programme management (Time: 45%) - Under the umbrella of Oxfam response plan leading of the FSL programmes include food security and small-scale livelihoods projects ensuring the program is relevant to stakeholders needs and interests.
- Analysis of need identification of program objectives and activities and their relevance to community needs.
- Ensure FSL programmes have an updated strategy/Framework -that matches with OCS and overall Gaza response plan- through a thorough consultation with Gaza Response team other Programmes in country main stakeholders and global advisors.
- Ensure that all work is designed and carried out in a way that considers Oxfam safe programming requirements and is sensitive to community needs and promotes the full and equal participation of women.
- Build and manage relationships with stakeholders including communities national and local NGOs research institutions and the Government.
- Ensure the programs focus on humanitarian and early recovery food and livelihood needs of affected population that both supports longer term resilience solutions matching with the needs resulted from the chronic crisis in OPT. This includes Working in full integration with other humanitarian sectors of Oxfam as well as with advocacy.
- In coordination with the MEAL team ensure an effective MEAL system in place that monitors program activities to maintain and/or improve the quality incorporating learning in the program and ensuring achievement of desired impact including design and analysis of baseline/endline studies.
- In coordination with the MEAL team ensure an effective and safe feedback system is embedded within the EFSVL programmes and interventions.
- Joint planning with program leads (WASH Protection Gender and cash) team and partners.
- Responsible for producing high quality and timely donor reports that meet all donor reporting requirements and present these to the Gaza Response Lead for general review.
- In coordination with funding team develop and draft high quality project proposals and funding applications that meet all donor requirements.
- Delegated budget responsibility within set authority limits including financial management of the food security and livelihood projects.
- Oversee budget dispersal in line with agreed targets milestones and deadlines and in coordination with the finance team through Monthly Finance Reviews.
- Lead the operational aspects of the FSL program cycle management.
- Identify potential risks which hinder progress towards FSL projects objectives. He/ She is expected to suggest risk mitigation actions.
- Coordinate the maintenance of Oxfams internal program tracking system and tools for FSL projects.

Partner Management & Capacity Building (Time 20%) Ensure Oxfam partners are managing projects and grants according to agreements and OXFAM Procedures through: - In close coordination with the senior partnership officer lead on identification and assessment of partnership and development of Letters of Agreement.
- Organize Grant Opening and Closing Meetings with Partners for all agreements this includes proper coordination with other functions within Oxfam (Finance Logistics Safeguarding MEAL. etc)
- Ensure proper grants launching in times of emergency considering grant opening elements while maintaining timeliness and safety measurements of staff and partners.
- Coordinate with national partners and Oxfam senior partnership officer to assess partners capacity and to prepare technical capacity building activities based on assessments and agreed areas for skills development.
- Work with OXFAM finance and logistics teams to provide support to partners support services and building partner capacity where necessary through providing directly or organizing training in relevant areas of weakness (financial logistical funding project cycle management)
- Provide advice mentoring technical support and capacity building to partner organization staff on all aspects of program planning management and implementation.
- With support of team monitor achievements of agreed partner milestones through weekly planning meetings with partners using agreed work-plans
- Make recommendations to improve qualitative performance of partners and monitoring implementation of these recommendations by partners
Team management (Time 20%). - Direct line management of 4 to 6 staff with different levels of responsibility (program and field).
- Implement the Oxfam performance management system with all direct reports ensuring clear work objectives annual performance reviews and regular 1:1 meetings.
- Support the Gaza Response Lead/SL manager in the identification of staffing needs including recruitment and development and coaching staff as necessary.
Other responsibilities (Time 15%). - Represent Oxfam FSL Programme at local level with local authorities UN agencies NGOs and donors in Gaza.
- Participate in the strategic planning of the OCS Gaza response plan related work and activities including the development and implementation of advocacy policies and strategic approaches
- Support the Gaza Response Lead/SL Manager in the preparation of presentations and hosting relevant external visits including surge teams to support Gaza response
- Liaise with or give support to other Oxfam staff offices or departments local counterparts or other institutions in relation to the Gaza program.
- Develop and maintaining awareness of the roles of actors and institutions relevant to the program at both local as well as at wider levels and when required be able to represent Oxfam and its concerns with beneficiaries partners local authorities donors and stakeholders.
- Maintain a strong understanding of local humanitarian issues to inform the development of the Oxfam FSL program interventions and to represent the perspectives of poor or marginalized communities or sectors of society especially taking into account the situation and needs of women including the identification of new local partners and the development or maintenance of relations with partners.
- Promoting understanding and analysis on the thematic issues in Oxfam FSL work. Including participating in supporting coordinating or undertaking research activities communications or advocacy initiatives producing analyses and participating in meetings.

Essential: - University degree in a relevant field such as Development Studies Agriculture Economics Data Sciences or other related disciplines.
- Minimum 7 years of experience in program management with INGOs or NGOs with a strong focus on Food Security and Livelihoods including experience in emergency and humanitarian response settings.
- Previous work experience in complex political and security environments preferably with international NGOs.
- Proven experience in managing multiple projects including strong financial management and budget oversight.
- Demonstrated experience in working with local partners including capacity strengthening and facilitating technical capacity development processes in FSL -related areas.
- Demonstrated experience in designing logical frameworks results-based frameworks and performance monitoring and evaluation plans.
- Strong understanding of program design implementation monitoring and learning in humanitarian and development contexts.
- Experience integrating gender considerations into program design and implementation.
