1. Purpose of the Assignment

  • The purpose of this assignment is tostabiliseand strengthen Health & Safety (H&S) governance address immediate high-risk issues andestablisha robust sustainable framework that transitions into Business as Usual (BAU) operations.
  • The contractor will provide strategic and operational leadership across UK locations and whererequired Europeanlocations.

2. Key Objectives and Responsibilities

Phase 1: Immediate Risk Mitigation

  • Identifyand address immediate high-risk H&S issues.
  • Implement urgent corrective actions to mitigate exposure to legal regulatory and operational risk.
  • Conductan initialhigh-level risk review across all UK locations (and Europeanlocations where applicable).

Phase 2: Governance Reset and Framework Establishment

  • Reset and strengthen H&S governance structures.
  • Clearly define andformaliseexecutive and individual H&S responsibilities.
  • Ensure accountability is embedded at Board leadership and operational levels.

Phase 3: Policy & Compliance Review

  • Review and update all critical H&S policies.
  • Ensure policies are compliant with relevant legislation and regulatory requirements.
  • Implement a simplified coherent and compliant policy framework.
  • Establish clear policy ownership and accountability for ongoing maintenance and compliance.

Phase 4: Risk Assessment & Assurance

  • Establish a robust internal risk assessment framework.
  • Implement a structured H&S assurance process across all relevant locations.
  • Conduct proactive regular on-site reviews toidentifyand address safety risks.
  • Demonstrate visible leadership commitment to protecting the company its employees contractors and visitors.

Phase 5: Training & Capability Development

  • Develop role-based H&S training plans for Directors and key staff.
  • Ensure training aligns with governance responsibilities and legal duties.
  • Embed accountability through competency-based development.

Phase 6: Reporting & Board Assurance

  • Design and implement structured H&S reporting to the Board.
  • Provide regular assurance updates covering risk exposure compliance status and mitigation progress.
  • Support executive decision-making through clear risk-based reporting.

Phase 7: Transition to Business as Usual (BAU)

  • Ensure sustainable processes governance and ownership structures are in place.
  • Support handover to permanent internal resources (if applicable).
  • Provide clear documentation and transition plans to ensure continuity.

3. Expected Outcomes

  • Immediate high-risk issuesidentifiedand mitigated.
  • A clearly defined and embedded H&S governance structure.
  • A compliant and simplified policy framework with defined ownership.
  • A structured internal risk assessment and assurance process.
  • Board-level visibility of H&S performance and risk exposure.
  • A clear transition plan to sustainable BAU operations.

4. Duration

  • Six months (with potentialextensionsubject to businessrequirements).
