I. Job Summary
Performs highly advanced administrative and supervisory program work for the Certified Peer Training and Services programs. Work involves establishing goals and objectives; developing guidelines policies and procedures; developing schedules priorities and standards for achieving established goals; monitoring and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
II. Essential Functions
A. Oversees and participates in the planning implementation coordination monitoring and evaluation of policies and procedures for the Certified Peer Training and Services programs; oversees the development of guidelines policies procedures rules and regulations; monitors and ensures compliance with policies and procedures; and oversees the development and implementation of effective techniques for evaluating program activities.
B. Establishes goals and obstacles priorities and standards for achieving goals; manages program evaluation activities; confers with staff on operational problems; and identifies areas in need of change and makes recommendations to improve operations.
C. Oversees the preparation of management and productivity reports and studies; develops and evaluates budget requests and proposals; monitors budget expenditures and makes adjustments as necessary; oversees special investigations internal audits and research studies; oversees the development review and revision of legislation; and testifies at hearings trials and legislative meetings.
D. Provides liaison with agency staff other agencies and organizations and the public; oversees staff development plans and activities; and provides high-level technical guidance in the program areas.
E. Oversees recovery mental health and reentry peer specialists activities training certification development and documentation in compliance with Texas Peer Specialist standards.
F. Supervises the work of others; and provides direct care as needed.

III. Minimum Qualifications
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Psychology Social Work Medicine Nursing Rehabilitation Counseling Sociology Human Growth and Development Physician Assistant Gerontology Special Education Educational Psychology Early Childhood Education Early Childhood Intervention Behavioral Science or Criminal Justice preferred. Each year of experience as described below in excess of the required four years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
2. Four years full-time wage-earning criminal justice treatment rehabilitative programming program administration public administration substance use mental health service or social service experience.
3. Two years full-time wage-earning experience in the supervision of employees.
4. Experience in a governmental program preferred.
5. Peer support experience preferred.
6. Current valid license as a Peer Recovery Support Specialist (PRSS) Mental Health Peer Specialist (MHPS) Recovery Support Peer Specialist (RSPS) or Peer Specialist Supervisor (PSS) by the Texas Certification Board. Must maintain valid license(s) for continued employment in position.
B. Knowledge and Skills
1. Knowledge of applicable state and federal laws rules regulations and statutes.
2. Knowledge of the principles and practices of public administration and management.
3. Knowledge of agency and departmental organizational structure policies procedures rules and regulations preferred.

IV. Additional Requirements with or without Reasonable Accommodation
