Central America and the Caribbeans CARCAM government affairs team supports the ongoing growth of the companys business by proactively engaging with a wide range of stakeholders to promote Visas capabilities and contributions to public policy agendas and economic growth protect the business through shaping the policy environment to minimize regulatory risk inform internal and external clients on regulatory developments and partner with governments on their digital payments priorities including on government as client opportunities in tandem with other internal teams.
POSITION SUMMARY
The executive will report to the head of government affairs for Latin America and the Caribbean and work closely with a wide range of in country and regional functional teams. The position requires strong analytical capabilities and demonstrated experience successfully dealing with regulatory issues excellent levels of communication and presentation skills to interact with national and sub national government officials and developed skills coordinating multi disciplinary groups to lead projects. It is highly preferred that the executive has experience working on Central American and Caribbean financial sector issues particularly in the payments or the banking arena from either the private or the public sector. The main objectives of the position are to develop and implement a proactive agenda to ensure the CARCAMs public policy priorities are aligned with industry and corporate objectives to grow financial inclusion and digital payments adoption as well as to increase national and sub national governments participation in the digital payments space.
Essential Functions
- Develop and implement the government affairs strategy for CARCAM in close coordination with the Head of Government Affairs for Latin America and the Caribbean and other Visa local and regional functional leaders to achieve agreed objectives.
- Think strategically and provide sound advice and support on matters of legislative policy and regulatory interest to internal and external clients in close coordination with other incumbent teams.
- Monitor analyze and coordinate efforts to mitigate potential regulation that might negatively affect the digital payments industry and Visa business.
- Lead and coordinate Visas positions and advocacy strategies on regulatory and policy issues in CARCAM. Record and share best practices with government bodies regulators and industry stakeholders to promote digital payments.
- Support Visas regulatory information needs as a regulated entity and coordinate responses to regulatory consultations.
- Build proactive trusted relationships with key government officials regulators and lawmakers.
- Collaborate with local and regional government affairs professionals and industry associations to develop strategies and engagement plans to boost financial inclusion and digital payments.
- Support partners issuers acquirers fintechs merchants in understanding payments regulation alongside the Head of Government Affairs for Latin America and the Caribbean Legal and business teams.
- Proactively identify strategic business issues and opportunities for Visa and its clients.
- Identify potential business partnerships with national and sub national government agencies in the delivery of social services payment of taxes and other potential government programs that may benefit from the adoption of digital payments.
Qualifications :
Basic Qualifications
- 10 years of work experience with a bachelors degree or at least 8 years of experience with an advanced degree e.g. Masters MBA JD MD
- At least 8 years of experience in a relevant corporate position regulatory or government agency or consultancy on any country within CARCAMs financial system payments banking and or technology issues.
- Strong analytical skills to interpret communicate and explain complex regulatory and legislative matters.
- Spanish required and fluent in English.

- Experience in a similar industry or sector is an important plus.
