About the Role
The HSE Lead is responsible for establishing implementing and continually improving the companys Health Safety and Environmental (HSE) management framework for our operations in Libya. This role ensures operational continuity and protects our reputation through effective emergency preparedness environmental stewardship and a culture of safety excellence.
Main Tasks and Responsibilities
Strategic Leadership: Develop and implement the Libya HSE strategy aligned with corporate policies ISO 45001 (Safety) ISO 14001 (Environmental) and local Libyan regulations.
System Management: Maintain and improve the HSE Management System including procedures environmental aspects/impacts registers risk registers and assurance plans.
Governance & Reporting: Lead country HSE governance reporting performance metrics and environmental KPIs on a monthly and quarterly basis.
Audits & Compliance: Manage HSE audits site inspections and corrective actions; ensure timely close-out of findings and drive continuous improvement.
Risk Assessment: Conduct and maintain comprehensive task-based risk assessments (HIRA) and environmental impact assessments.
Operational Control: Oversee critical risk controls such as Permit-to-Work (PTW) Lockout/Tagout (LOTO) Confined Space Entry Working at Height and Lifting Operations.
Proactive Safety Culture: Drive engagement programs including near-miss reporting safety observations toolbox talks and life-saving rules.
Environmental Stewardship: Manage waste management plans spill prevention and energy efficiency initiatives across all Libyan sites.
Training & Coaching: Deliver HSE training (induction environmental awareness emergency response first aid) and coach site leads to build a proactive safety culture.
Incident Management: Lead investigations into HSE incidents using root cause analysis (RCA) and ensure lessons learned are shared across the organization.
Tendering Support: Assist the Tendering Engineer during the bid process with technical HSE documentation and safety statistics.
Required Qualifications
Language Proficiency: Full professional fluency (speaking reading and writing) in both Arabic and English is essential.
Educational Background: BSc degree in Occupational Health & Safety Environmental Science Engineering or a related field (MSc preferred).
Professional Certification: NEBOSH International General Certificate (minimum requirement); NEBOSH Diploma or equivalent is highly preferred.
Auditing Credentials: ISO 45001 and ISO 14001 Lead Auditor certifications.
Professional Experience: * 710 years of experience in HSE roles within the engineering energy or construction sectors.
Minimum of 3 years in a leadership capacity within high-risk or remote environments (experience in North Africa/MENA region is highly preferred).
Technical Expertise: Deep knowledge of critical risk controls environmental compliance incident investigation methodologies (e.g. TapRooT or Tripod Beta) and emergency management.
Required Competencies
Technical Literacy: Proficient with Microsoft Office and HSE management software (e.g. Intelex or similar).
Leadership: Decisive and calm under pressure; able to lead from the front and set the tone for safety.
Relationship Management: Ability to influence stakeholders at all levels and build strong internal and external relationships.
Analytical Mindset: Data-driven approach to trend analysis and continuous improvement.
Integrity: High level of cultural sensitivity professional integrity and confidentiality.
