Rate of Pay: 33.38 - 44.00 per hour
Summary:
As the Councils lead officer you will manage develop and oversee the Health and Housing Team with an innovative and creative approach. You are responsible for developing strategies and policies that raise housing standards across the Boroughs private rented sector for the benefit of residents businesses and visitors. This role involves balancing proactive and reactive enforcement work managing delegated budgets and acting as an expert advisor to Senior Managers and Members. You will also support the Head of Service in divisional management and deputise in their absence
Responsibilities:
- Manage a multi-disciplinary team including Environmental Health Officers and Housing Standards Officers by setting objectives monitoring performance and addressing sickness or poor performance.
- Lead enforcement activities in commercial and domestic premises including serving notices applying for enforcement orders forced entry under warrant and instituting legal proceedings
- Effectively manage the service budget maximize income and ensure value for money in resource deployment.
- Act as the Councils expert witness in criminal prosecutions and provide technical advice to stakeholders and legal services.
- Maintain a risk-assessed audit and inspection programme for all licensed premises within the Borough to meet statutory requirements.
Qualifications:
- A Degree or Diploma in Environmental Health is essential.
- Must have achieved registration with the CIEH Environmental Health Registration Board (EHRB).
- Depending on the EHRB award date you must have passed or be working toward the Assessment of Professional Competence or Development scheme
Essentials:
- Extensive experience in fully managing a group of staff and overseeing complex projects campaigns and education initiatives.
- Proven experience in a lead specialist role within Environmental Health specifically regarding housing.
- Detailed and comprehensive knowledge of regulatory and discretionary responsibilities within the teams remit including current work practices in Environmental Health Commercial
- Possession of a full clean driving license and a suitable vehicle for site visits is required.
