Position Overview
We are seeking an experienced Utility Estimator to join our growing team. This role is responsible for preparing accurate and competitive estimates for site development and underground utility projects including water sewer and storm drain work. The ideal candidate has strong knowledge of civil construction means and methods the ability to analyze plans and specifications and experience developing detailed bids for both private and public infrastructure projects.
This position works closely with company leadership project managers and field teams to ensure successful project pursuit and execution.
Key Responsibilities
Estimating & Preconstruction
- Review project plans specifications and bid documents to determine project scope.
- Perform detailed quantity takeoffs for utilities.
- Develop cost estimates for labor equipment materials trucking and subcontractors.
- Solicit and analyze vendor and subcontractor quotes.
- Prepare complete bid proposals and supporting documentation.
- Identify scope gaps risks and constructability issues during estimate preparation.
- Develop production rates and pricing strategies for competitive bidding.
Bid Management
- Attend pre-bid meetings and project site visits when required.
- Coordinate internal estimate reviews prior to bid submission.
- Track and manage bid opportunities and deadlines.
- Assist with value engineering and cost-saving opportunities.
Project Handoff
- Prepare estimate summaries and participate in project turnover meetings.
- Provide detailed bid documentation to project management teams after award.
- Maintain historical cost data and estimating databases.
Qualifications
Required
- 5 10 years of estimating experience in civil construction utilities or site development.
- Strong knowledge of underground utility construction (water sewer storm).
- Ability to read and interpret civil plans profiles and specifications.
- Strong proficiency with Excel and construction estimating software.
- Strong communication and organizational skills.
Preferred
- Experience with municipal developer and infrastructure projects.
- Familiarity with estimating tools such as Agtek HCSS Planswift or Bluebeam.
- Knowledge of production rates and heavy equipment operations.
- Experience with Texas civil construction markets and subcontractors.
