Campus Safety and Resource Officer

The Campus Safety and Resource Officer is the first line ambassador to the community providing various services offering assistance and direction and ensuring that campus facilities are safe and secure by controlling access documenting those who enter and monitoring responding to emergencies and reporting all security safety and operational concerns.

Primary/Principal Responsibilities:

Reporting to the shift supervisor the duties of the Campus Safety and Resource Officer include but are not limited to:

• Acting as a first-line representative and ambassador of the university when encountering and greeting members of the university community including students faculty staff alumni invited guests vendors and members of the general public. This includes:
  • Greeting each person who enters a university facility in a friendly and welcoming manner.
  • Providing high-touch support and assistance to community members including:
    • Providing directions and relevant information to assist community members and guests with wayfinding.
    • Providing general university information including operating hours contact information and other general university information to the community as provided through training and directive.
    • Being aware of the events of the day and assisting and directing attendees and others who inquire.
    • Assisting community members and guests with accessing the services of other departments as needed by contacting other offices communicating on community members behalf and/or directing them to the correct resource.
• Serving as a friendly and helpful resource to the community by answering telephones and providing assistance to callers and visitors with various needs such as:
  • Documenting requests for assistance to be handled by the Campus Safety and Resource Team or another campus partner and relaying to the shift supervisor to ensure the appropriate response.
  • Providing information including campus access hours library hours assistance with locating and connecting with specific departments or events etc.
• Monitoring facilitating and providing access control for the entry and exit of individuals who have business on campus to ensure campus safety by:
  • Requesting that all university community members present and whenever available electronically swipe/tap their University identification each time they enter a facility to ensure that permission to enter is granted.
  • Prior to allowing entry into any facility verifying that the identification presented by each individual entering a facility is that of the bearer and that according to prescribed procedures the individual is not prohibited or restricted from entry for any reason.
  • When appropriate notifying the supervisor of the entry of an individual who is flagged but not banned.
  • Checking-in university guests (those who do not have university identification cards) who have relevant business to conduct in the facility according to a prescribed process to ensure that all those who enter a campus facility are documented and that no person who is identified as prohibited or restricted is allowed into a university facility.
  • When asked providing individuals who are denied entry due to prohibition or restriction with contact information to inquire about their status.
• Providing assistance to those who require information and/or direction in locating specific university departments individuals or campus events by verbally providing directions escorting individuals to the appropriate location or providing printed and/or electronic resources that will assist in locating the desired location/individual.
• Observing the activities of those in and around campus facilities in person and via CCTV monitors and promptly reporting to the shift supervisor any unsafe illegal or nefarious activity.
• Providing support to the campus community by acting as a liaison in support of campus operations including:
  • Observing recognizing and promptly reporting to the shift supervisor any facilities related concerns and challenges such as leaks trip and fall hazards or other dangerous conditions damage to university property alarms graffiti excessive heat or cold obviously malfunctioning equipment etc.
  • Assisting the community by welcoming reports of facilities related concerns and challenges such as those mentioned above and others from members of the university community and promptly relaying them to the shift supervisor.
  • Through the shift supervisor requesting assistance from the University Police Department for those who require assistance with the following:
    • Lost and Found
    • Safety escorts to the MBTA local parking facilities or other university facilities
    • And other police related inquiries
• When directed by the shift supervisor responding to calls for service such as:
  • Lockouts
  • Unlocking/locking doors at the beginning/end of the day turning on/off lights opening/closing shades
  • Investigation of facilities and other operational related issues and emergencies for the purpose of confirming reported conditions and/or providing updates to other campus partners
  • Unlocking/locking and opening/closing exterior doors to facilitate deliveries etc.
  • Responding to reports of injuries medical and mental health emergencies to confirm the presence of an emergency evaluate additional resources needed and render aid
  • Requests for assistance in support of campus operations including picking up/hand delivering items triaging needs reporting needs to the appropriate campus resources and observing/reporting site conditions to assist offsite resources with appropriate response.
• When a fire alarm is activated a medical emergency occurs or other emergent condition exists the officer will support the response of the University PoliceBoston Fire Department Emergency Medical Services the Boston Police or other relevant agency by providing and assisting with access providing relevant information and by facilitating access to other campus personnel and resources.
• Providing first aid for injuries medical and mental health emergencies within the standard of care commensurate with the officers level of training and promptly requesting emergency medical services response when appropriate.
• At the direction of the shift supervisor executing interior and/or exterior inspections of campus facilities with or without utilizing a Detex tour system for the purpose of detecting security facility health/safety or other operational concerns logging and reporting those with the assistance/direction of the shift supervisor to the appropriate party.
• Give verbal directives to students faculty staff and visitors to ensure compliance with University policies and procedures with respect to public safety matters.
• Verbally detain offenders of University public safety policies including:
  • Those who attempt to enter a university facility who have been prohibited or restricted from entering a university facility.
  • Those who are attempting to enter a university facility without providing identification.
  • Those who are visibly intoxicated/impaired and appear unable to safely care for themselves.
  • Those who are attempting to enter a university facility while in the possession of prohibited items including alcohol illicit drugs weapons and other prohibited or items that are inherently dangerous such as fuel or implements designed to create an open flame.
• When verbal detention is ineffective promptly requesting a response of the University Police and providing a prompt and thorough description of the individual and their direction of flight to the responding police officers.
• When necessary officers will assist with evacuating campus facilities including providing direction to those leaving the facility providing way finding to the appropriate campus evacuation assembly area completing a head count etc.
• Providing residential students with assistance in the following areas:
  • Contacting the Resident Assistant or Administrator-on-call when necessary according to the prescribed procedure.
  • Assisting students who have become locked out of their rooms.
  • Assisting students who wish to report facilities concerns by investigating documenting and notifying facilities through the work order system or for emergent issues by contacting the shift supervisor for further direction.
• Monitoring Security Equipment
  • Officers will monitor CCTV equipment provided at campus facilities to detect and mitigate unlawful/unauthorized entry hazardous conditions facility or operational emergencies and inefficiencies and officers will promptly report to the shift supervisor any condition that requires further investigation or response by a campus partner.
  • Officers will monitor campus facility fire alarm systems and will promptly notify the shift supervisor of any alarm condition.
• Creating University Identification Cards
  • When necessary officers will utilize the campus identification system to take ID photos and create university ID cards following the prescribed procedure.
  • In the case of replacement cards officers will document appropriately to ensure that appropriate charges are placed on the requestors university account.
• Documentation and Related Activities
  • Officers will operate a personal computer only for authorized university business including using commercially available and proprietary software for recording and accessing documentation and policies and procedures accessing university email the student/employee information system (for verifying the identity of those who have forgotten their ID card) and accessing general campus information for the purpose of assisting community members.
  • When required by the shift supervisor the officers will complete an Incident Report per the prescribed procedure to document the information associated with a particular incident including what was reported to the officer the actions of others observed by the officer and the actions taken by the officer(s) involved.
  • Officers at all facility assignments will maintain an activity log that will be submitted to the supervisor at the end of the shift that shall include:
    • Shift log-on time
    • Documentation of all requests for assistance requiring a response by a member of the team or another campus partner including the University Police
    • Documenting the response to all first aid or mental health first aid incidents.
    • Lunch period
    • Documentation of all deliveries that are made through loading or service entrances.
    • Documentation of all other incidents exceptions or activities directed by the supervisor either on an ad hoc basis or by way of standing order.
    • Shift log off time
  • Officers will complete relevant data entry and reporting based on prescribed procedures.
  • Officers will take photographs as part of documenting an incident or general condition.
• Officers will be required to remain at and staff a specific assignment/location when not otherwise assigned or dispatched by the shift supervisor.

Minimum Requirements/Qualifications:

• Must have a high school diploma or GED.
• Must be 18 years of age.
• Must be available to work any shift as assigned as well as both voluntary and required overtime
• Must have excellent communication and human relation skills.
• Must have no prior felony record.
• Must have the ability to remain calm and task focused in challenging environments ranging from chaotic to mundane and tedious.
• Must have the ability to read write and speak the English language at a sufficient level that:
  • Allows the officer to converse fluently with individuals in a higher education setting often during stressful emergent situations
  • To read understand and apply often complex information and procedures and
  • To write clear concise and precise reports logs memorandums and other related documentation in a manner that ensures accuracy in reporting and readability by others.
• Must be able to use a personal computer and able to learn and use both commercially available and proprietary software and complete various tasks using a computer including performing data entry running reports/inquiries and printing documents and identification cards.
• Capable of successfully completing various trainings provided by the university including a Massachusetts First Responder certification (under 105 CMR 171) and Mental Health First Aid certification Title VI and Title IX training and maintaining these certifications as a condition of employment.
• Preferably have a valid American Heart Association CPR and First Aid certification.

• Sitting and standing for extended periods of time
• Ability to walk for extended periods of times and run for the purpose of expediting response to a campus location.
• Walking up and down stairs
• Lifting a human as needed
• Pulling/pushing a human being
• Ability to utilize human senses sight sound touch taste smell.

Work environment:

• Ability to work inside and outside of buildings during all types of weather.
• Ability to work flexible hours including all rotating shift assignments nights weekends holidays; available for on-call assignment and overtime as needed.
• Officers will be issued uniforms/equipment commensurate with their duties and are required to wear the uniform at all times while on duty as well as maintain all uniforms and equipment in a professional manner. All uniforms and equipment are and remain the property of the university and must be returned to the university upon request and/or at separation.
• Officers are not permitted to use personal electronic devices/phones/pagers/tablets etc. while on-duty without express permission from the shift supervisor.
• The officer will maintain confidentiality when entrusted with information relevant to individuals or situations and will not divulge this information to unauthorized third parties. The officer may at times be entrusted with information that is protected by FERPA HIPAA or other privileged information. The officer will comply with all relevant University directives when handling confidential and/or privileged information and will not disclose this information to anyone who is not expressly authorized.
• The officer will not make disclosures of any type to the media but will refer all inquiries from media organizations to an authorized spokesperson in the Public Affairs Office.
• Officers will follow established procedures as documented and published by the university. These procedures are subject to constant review and update/change by department leadership to ensure operational and safety standards are maintained. Officers will remain up to date on the latest procedures and will adjust their behavior as changes arise.
• Fraternization between officers and registered students is prohibited as a condition of employment.

Note:

Security Officers do not have a warrant as a Special State Police Officer and thus have no arrest authority.

The use of tobacco products while on duty is prohibited.
