Project Summary:

The EUR/ACE Monitoring Evaluation and Learning (MEL) Task Order supports the U.S. Department of States Bureau of European and Eurasian Affairs in strengthening evidence-based decision-making across a diverse portfolio of foreign assistance programs. The project provides comprehensive MEL services including project- and portfolio-level monitoring third-party monitoring evaluations data quality assessments and strategic learning. Operating in complex and at times conflict-affected environments the task order emphasizes methodological rigor adaptive management and timely delivery of actionable insights to inform policy and programmatic decisions. The task order supports EUR/ACE headquarters by delivering timely high-quality MEL services through close coordination with bureau staff implementing partners and task order leadership to inform program oversight learning and decision-making.

Position Summary:

The Senior MEL Specialist serves as a senior technical advisor responsible for the design implementation and oversight of projectlevel MEL systems. This role provides technical leadership for MEL planning project monitoring evaluations data quality assessments and capacity building ensuring alignment with Department of State standards and EUR/ACE priorities. This position is fulltime and contingent upon award.

General Duties and Responsibilities:

  • Provide technical leadership and oversight for project-level MEL systems ensuring alignment with Department of State standards EUR/ACE priorities and 18 FAM 301.4 requirements.

  • Support project design and implementation by developing or refining theories of change logic models MEL plans Performance Management Plans (PMPs) and Performance Indicator Reference Sheets (PIRS).

  • Lead and support monitoring activities including baseline assessments periodic performance monitoring Third-Party Monitoring (TPM) Data Quality Assessments (DQAs) and MEL site visits.

  • Analyze qualitative and quantitative data to generate insights lessons learned and recommendations for adaptive management and reporting.

  • Provide technical assistance mentoring and training to implementing partners and local MEL staff to strengthen MEL capacity and data use.

Minimum Education and Experience

  • Masters degree in monitoring and evaluation international development public policy social sciences or a related field.

  • 7 years of professional experience in MEL or performance management preferably in foreign assistance or international development contexts.

Required Skills and Competencies:

  • Strong technical expertise in MEL system design implementation and oversight including outcome-based indicators and mixed-methods approaches.

  • Demonstrated experience conducting or supporting evaluations outcome assessments TPM and Data Quality Assessments.

  • Ability to analyze performance data and translate findings into clear actionable insights for diverse stakeholders.

  • Experience providing capacity building training and technical assistance to partners or field teams.

  • Familiarity with U.S. Government foreign assistance requirements MEL standards and reporting processes.

Required Citizenship and Security Clearance: U.S. Citizenship. Ability to obtain Secret clearance.

Location and Travel: Kyiv Ukraine or other EUR/ACE priority Assistance Coordination country (e.g. Moldova Azerbaijan Armenia or Tajikistan)
