Job Summary

Job title- Financial Analyst

Duration- Full time Permanent

The Defense Health Agency (DHA) manages Military Treatment Facilities (MTFs) under the Department of Defense (DoD). Effective financial oversight of medical logistics is critical to ensure readiness auditability and optimal resource utilization.

The contractor shall provide DMLSS financial analysis support to ensure accurate budgeting cost analysis and financial management within the Defense Medical Logistics Standard Support (DMLSS) environment primarily used across the Defense Health Agency (DHA) for the National Capitol Region (NCR) to include Military Treatment Facilities (MTFs) using DMLSS and related systems for medical logistics operations.

Required Skills & Qualifications

  • BA in Finance and/or Logistics Business Management related experience
  • Experience with DMLSS financial modules
  • Knowledge of DoD financial systems (GFEBS STARS-FL etc.)
  • Familiarity with the Federal Acquisition Regulation (FAR) and DoD financial policies
  • Strong Excel/data analysis skills
  • Understanding of medical logistics and supply chain processes
  • Ability to successfully manage routine to moderately complex matters and provide assistance on broad agency efforts in the relevant subject matter area.
  • Ability to participate as a member of a team or work independently coordinates with others and provides leadership on a diverse range of individual task elements.
  • Shall be able to read write and speak English.
  • Shall be a U.S. Citizen

  1. Tasks / Requirements:

Financial Analysis & Budget Execution

  • Ensure that the product owner has the necessary financial resources to support their initiatives effectively.
  • Manage Financial Structure (Appropriation Project Center Expense Center Cost Center)
  • Monitor funding execution (e.g. O&M DHA funds)
  • Analyze burn rates and identify funding shortfalls or excess
  • Provide recommendations for reallocation or reprogramming

DMLSS Data Management

  • Oversee the management of funds allocated for medical logistics applications ensuring transparency and compliance with regulations.
  • Extract validate and analyze financial/logistics data from DMLSS
  • Maintain cost and pricing accuracy within the system
  • Support item master and catalog financial updates

Reporting & Forecasting

  • Implement best practices and methodologies to enhance the efficiency and effectiveness of medical logistics operations.
  • Perform End of Fiscal Year (EOFY) Processing
  • Provides standard financial reports to aid in analysis of customer expenditures and invoice reconciliation.
  • Develop monthly quarterly and ad hoc financial reports
  • Provide budget forecasts and spend plans
  • Respond to data calls within required timelines

Reconciliation & Audit Support

  • Reconcile financial discrepancies across systems (e.g. GFEBS STARS-FL)
  • Maintain audit-ready documentation
  • Support audit requests and corrective actions

Coordination

  • Work closely with other stakeholders including clinicians and logisticians to align logistics strategies with clinical needs and operational requirements.
  • Interface with Resource Management (RM) Logistics and Contracting Offices
  • Support MTF leadership with financial insights
