Job Summary

The Middle East and Central Asia Department (MCD) has an opening for an Economist/Senior Economist in Division C to work on Somalia which has an on-track ECF arrangement. Somalia is a fragile state and is a successful case where strong reform commitment and program performance have helped rebuilt policy capacity and institutions. Somalia has an ambitious reform agenda including on domestic revenue mobilization PFM an upcoming currency reform financial deepening and governance. There are also substantial policy discussions on how to manage Somalias nascent petroleum sector (both on revenue and governance). After the current ECF arrangement ends in December 2026 there is a high possibility of a new Fund arrangement to support the authorities continued reform efforts. Somalia is currently HRL3 so missions take place in a 3rd country.

The position offers the opportunity to deepen fragile country experience and program work. The selected candidate will contribute to all aspects of country work together with the rest of the team. Responsibilities will include economic analysis and policy formulation; drafting various documents produced by the team (policy notes staff reports); and producing high-quality analytical work. Furthermore the selected candidate will have opportunities to contribute to cross-country analytical and policy work of the department including by participating in MCD policy groups as time permits.

Qualifications

In addition to the qualifications set forth in the job standards the successful candidate should be a self-starter with strong analytical and drafting skills; attention to detail; good knowledge of Fund policies and procedures; excellent organizing skills and adaptability to meet tight deadlines and carry a substantial workload; and outstanding interpersonal and communications skills to foster effective relationships with authorities and development partners and work collaboratively in a team environment.
