About NCEM:

The mission of North Carolina Emergency Management is to enhance North Carolinas resiliency through active collaboration communication and coordination of efficient and effective preparedness response recovery and mitigation of all natural and man-made hazards and threats.

About the Section:

The primary mission of the Recovery Section to manage and implement efficient and effective disaster recovery programs as authorized under N.C.G.S. 166A and other relevant legislation.

About the Position:

This seniorlevel position within the Division of Emergency Management provides highlevel leadership guidance and strategic coordination for statewide disaster recovery programs. The Emergency Management Recovery Senior Advisor serves as the principal advisor on recovery operations and is responsible for ensuring the effective timely and compliant delivery of state and federal disaster recovery services to eligible survivors communities and applicants. The Recovery Senior Advisor leads coordination efforts with state agencies federal partners and NCEM senior leadership to support planning and implementation of recovery programs including Individual Assistance Public Assistance Temporary Housing and specialized programs tailored to the unique needs of impacted communities.

This role provides seniorlevel leadership in coordinating and conducting preliminary damage assessments with local state and federal partners for Type I and Type II Disaster Declarations. The position also supports education communication and information sharing with NCEM Operations Branches to ensure recovery activities remain synchronized throughout all phases of the recovery process. The Recovery Senior Advisor assists the Recovery Chief with strategic planning personnel oversight contracting and budget/program management for the Recovery Section. Deployment to Joint Field Offices or other locations across the state may be required for extended periods to support statewide recovery coordination. The position may supervise staff to ensure effective implementation of specialized recovery programs.

Minimum Education and Experience Requirements:

Bachelors degree from an appropriately accredited institution and six years of experience directing emergency planning or response activities including two years of supervisory experience; or an equivalent combination of training and experience.

Management Preferences:
Thorough working knowledge of federal state and local laws regulations and guidelines governing all phases of disaster recovery.
Expert knowledge of strategic and operational planning processes within emergency management.
Expert knowledge of the Federal National Disaster Recovery Framework and the North Carolina Disaster Recovery Framework.
Knowledge of FEMA/State Joint Field Office structure functions and leadershiplevel activities.
Knowledge of State and Federal Disaster Assistance Programs and the processes associated with disaster
