The Oregon Health Authority is seeking a Section Director for the Equity & Policy (E&P) Section within the Equity and Inclusion Division. This leadership role oversees six units and a team of 30 FTE managing programs and committees focused on eliminating health inequities across physical and behavioral health. The E&P Section Director leads policy development program implementation legislative engagement and partnerships with internal and external partners the Nine Federally Recognized Tribes Coordinated Care Organizations and statewide advisory bodies. This position plays a critical role in advancing OHAs mission to improve health outcomes for all Oregonians and requires strategic leadership collaboration and a commitment to advancing health equity.

What We Are Looking For

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

Five years of management experience; OR two years of management experience and a bachelors degree in a related field.

  • Strong background in program and project management to advance organizational goals related to equity inclusion and equitable health outcomes.

  • Proven experience as a systems thinker and outcomes-oriented leader overseeing complex multi-unit programs in a health equity or public health environment.

  • Proven track record of building and sustaining collaborative partnerships with cross-agency teams.

  • Demonstrated ability in developing and implementing policies and strategies to eliminate health inequities with priority populations.

  • Experience building relationships with Oregons Nine Federally Recognized Tribes and external partners including Coordinated Care Organizations (CCOs) and culturally specific and community-based organizations.

  • Expertise in legislative engagement including development of Policy Option Packages legislative reporting and administrative rulemaking.

  • Significant experience in overseeing legislatively mandated programs advisory committees and statewide initiatives.

  • Proficient in budget planning resource allocation and oversight of staff who administer contracts and grants for multi-unit programs.

  • Demonstrated skill in providing strategic guidance mentorship and leadership to multidisciplinary teams.
