Job Title: Chief Estimator (Construction Manager)

Job Duties
- Prepare and submit construction project budget estimates
- Recruit hire and supervise staff and/or volunteers
- Plan and prepare construction schedules and milestones and monitor progress
- Prepare contracts and negotiate revisions changes and additions to contractual agreements
- Establish and implement policies and procedures for quality control
- Plan and manage budgets
- Develop risk management plans
- Utilize quantity take-off procedures
- Select and employ trade subcontractors and co-ordinate their activities
- Ensure compliance to drawings specifications and building codes
- Plan organize direct control and evaluate daily operations
- Represent the organization or delegate representatives to act on behalf of the organization in negotiations or other official functions
- Prepare and submit progress and other reports
- Plan and organize construction projects
- Estimate costs and materials
- Negotiate offers from suppliers
- Develop construction specifications and procedures
- Co-ordinate employee performance and appraisal programs
- Liaise with departmental and corporate officials and with other organizations and associations
- Interpret blueprints/specifications/standards and written technical instructions

Qualifications :
Education
- College CEGEP or other non-university certificate or diploma from a program of 1 year to 2 years
- Civil drafting and civil engineering CAD/CADD or Construction management
Experience
- 5 years or more of experience in commercial and institutional construction
- Significant experience in large-scale industrial/commercial/institutional (ICI) construction projects (typically $50M)
- Experience with a variety of project delivery methods is considered an asset
