Salary: $22.81875/ hour
Work Schedule: Monday Friday
Primary Hours: 8:00 a.m. 5:00 p.m.

The FinancialAnalyst II plays a critical role in ensuring the effectivefinancial managementand administration of Medicaid services within the Oklahoma Health Care Authority. This positionis responsible foranalyzing and resolving complex claims and fund recoveriesmonitoringfinancial transactions and ensuring compliance with state and federal guidelines. By collaborating with internal and external stakeholdersthe FinancialAnalyst II contributes to the accuracy efficiency and integrity of financial processes while supporting the agencys mission to provide better health care for Oklahomans. The role requires a strong understanding of agency policies financial acumen and attention to detail tooptimizefinancial outcomes and uphold the agencys core values of trust accountability and servant leadership.
Analyze research and/or investigate technically difficult claims adjustments and fund recoveries related to the delivery of Medicaid or other health services.
Resolve discrepancies on paid claims credits adjustments and fund recoveries.
Identifyand report system discrepancies to leadworker.
Attend meetings with agency personnel and other officials.
Initiate contact with claimants third-party administrators clients or other agents tosolicitinformation correcterrorsor omissions on claim forms and investigate questionable data.
Respond to oral and written inquiries and answer phone calls from medical providers HMOs recipients court and county clerks attorneys and third-party administrators on medical-related issues.Assistin training providers and others on Finance issues especially remittance advice statements submission of claims and the recoupment process.
Under direction initiate action to process recoupment of funds from a Medicaid or other health provider.
Maintain control of transactionsinitiatedwhich interface with the fiscal agents computer system. Monitor accuracy of processing and ensure transactions are completedin accordance withagency policy and state and federal guidelines.
Prepare and file legal documents for the recovery of funds from third-party payers includinglienson estates probates and income pensions and workers compensation documentation.
Arrange for reimbursement to the agency payments made on behalf of a client which were made erroneously or which should have been paid by a third-partypayor;e.g.Workers Compensation health insurance casualty insurance Medicare etc.
Assistwith the monitoring and tracking of unit-based productivity measures through data entry or other routine tasks.
Make recommendations andassistin the decision-making process of all MMIS sub-systems.
Other duties as assigned.

The Financial Analyst II position requires in-depth knowledge of agency policies state and federal legislation and Medicaid financial systems. Strong skills in data analysis problem-solving andfinancial managementare essential along with the ability to communicate effectively with stakeholders. The competencies that align with this role includeEnsures Accountability(demonstratingownership for work quality) andFinancial Acumen(understanding and applying financial concepts to decision-making).

AnAssociatesdegree and 18 (eighteen) months of technical administrative or fiscal related work
OR
An equivalent combination of education and experience totaling 3 years and (6) months of experience.
Customer service experience
SoonerCareexperience
ICE experience
Experience with Microsoft Word and Excel
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels.In the course ofperforming job duties employeesare required tospeak stand walk and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
