ABOUT THE ROLE
Reporting to the Supervisor Financial Reporting is responsible for a variety of assigned financial and accounting duties to support financial administration for the entire Region including financial reporting and analysis accounting and internal control functions financial program administration analysis and testing of data and associated systems and financial policy and procedure development; analysis of financial economic policy and legislative development to support the formulation of recommended strategies to ensure achievement of various program objectives that impact the entire Region; development and implementation of assigned strategic initiatives; liaison with various stakeholders; and development and presentation of various materials to communicate financial and policy analysis and advice.
WHAT YOULL BE DOING
Ensures financial transactions that have a Corporate impact are accurate and in compliance with Public Sector Accounting Standards (PSAS) Generally Accepted Accounting Principles (GAAP) and Regional policies and procedures.
Prepares reconciliations and works with Departments on any unreconciled items including analysis of various general ledger accounts and review of missing or erroneous transactions.
Analyzes bank reconciliations to follow up on discrepancies and records appropriate journal entries to ensure accuracy of Regional financial information.
Verifies reconciles analyzes and advises on accounting transactions to inform the Regions activities and reporting.
Reviews financial and accounting policies and procedures governing financial transactions and reports that reflect the financial performance of the Region to ensure accuracy and compliance with Public Sector Accounting Standards (PSAS) and Generally Accepted Accounting Principles (GAAP).
Maintains and develops current and compliant financial and accounting policies and procedures for the entire Region through research and analysis.
Administers assigned Regional financial administrative programs and analyzes financial economic policy and legislative development to support the formulation of recommended strategies to ensure achievement of program objectives.
Supports the development and implementation of program frameworks project plans process guides and communication and change management strategies to ensure achievement of program objectives.
Liaises with various stakeholders to support the development implementation and monitoring of program progress and performance.
Researches issues and recommends modifications to financial and accounting systems and procedures.
Develops and documents financial and accounting policies and processes to maintain and strengthen internal controls.
Liaises with municipal partners and support municipal best practices and benchmarking to ensure Region practices are current.
Maintains current understanding and knowledge of various pertinent legislative frameworks to provide guidance and direction to the Region to ensure all compliance is maintained and risks and liabilities are minimized.
Supports process improvement initiatives to optimize methods and improve efficiency and effectiveness of financial and accounting functions.
WHAT WERE LOOKING FOR
Successful completion of a University Degree in Accounting Commerce Finance or related discipline.
Successful completion of the Chartered Professional Accountant - Professional Education Program (CPA-PEP) or equivalent training.
Successful completion of the Chartered Professional Accountant - Common Final Examination (CPA-CFE).
Minimum three (3) years financial and accounting experience including financial analysis accounting transactions and policy and procedure development.
Knowledge of generally accepted auditing practices and principles accounting principles consolidations finance and budgeting principles and practices.
Knowledge of applicable laws codes and regulations including federal and provincial statutes.
Knowledge of and experience with financial computer applications including large-scale Enterprise Resource Planning (ERP) systems.
Experience in working within a large multi-divisional organizational with various lines of business.
