Job Summary

The Division of Disease Controls mission is to safeguard the health of New Yorkers through identification surveillance treatment control and prevention of infectious diseases which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative surveillance informatics preparedness policy communications community engagement and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.

Reporting to the Data Unit Director and working with a team of data scientists and business analysts in DMSC you will be developing analytic processes and reporting tools to improve the data quality of Electronic Laboratory Reporting (ELR) and Electronic Case Reporting (ECR) data streams. These data form an integral part of the disease surveillance systems that is the basis of New York Citys infectious disease control and prevention efforts.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Develop and maintain Data Quality Assessment tools for electronic lab and case reporting
-Create and maintain interactive R Shiny dashboards for monitoring and evaluating data quality
-Design and maintain data quality and compliance reports
-Develop and maintain automated data processing and reporting pipelines
-Manage project requirements timelines deliverables and prepare reports accordingly
-Manage communication with stakeholders
-Conduct analyses to improve automated detection of data quality and reporting issues
-Develop and maintain API connectivity with Redcap for automated reporting
-Help with the implementation of outbreak detection pipelines across disease programs
-Assist in the coordination of research efforts and conduct ad hoc analyses as needed

PREFERRED SKILLS:
-Proficiency in SQL
-Proficiency in R programming
-Strong familiarity with processing complex XML data structures
-Experience with interactive dashboard development in R Shiny
-Experience with process automation
-Strong data visualization skills
-Experience with project management life cycles and agile development
-Strong written and oral communication skills

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
