What we are looking for:
NRC Ukraine is looking for a Shelter & WASH Project Manager to lead highquality programming and coordination across our East Area Office. Youll drive excellence in our Shelter & Settlements portfolio and play a key role in mentoring training and strengthening the capacity of our technical teams on the ground.
What you will do:
Some of your generic responsibilities include:
Coordinate and implement the Shelter projects according to strategy proposals and plans.
Ensure adherence to NRC policies and donor requirements.
Develop annual activity and work plans.
Manage the grants and budgets supporting the Shelter projects.
Supervision training and development of Shelter staff.
Promote and share ideas for improvement and necessary changes in the activities.
Cooperate with relevant partners and local authorities.
Organize trainings for the Shelter team relevant partners and beneficiaries.
Monthly activity/project reports and other reporting as required.
Ensure proper filing of all project documents.
Responsible for managing and overseeing the development implementation and quality of the Shelter projects.
Responsible for managing all phases of the project cycle budgets and grants.
Support the development of capacity and responsibilities of Shelter team in line with NRC people management and development module
Some of your specific responsibilities include:
Line management for Project Coordinators (PCs) and other senior project staff
Contribute to the development of Country Area and CC strategies based on context technical expertise and assessment of beneficiaries needs within area of implementation
Responsible for implementing technical direction as determined by the Shelter Core Competency Specialist (CCS) and ensuring high technical quality of projects by identifying and implementing ways to improve program quality and cost efficiency
Contribute to assessment development and implementation of the AO emergency response plan
Contribute to the proposal development process with AO CC specific input in coordination with the CC specialist and the Area Programme Manager.
Develop update and follow up of detailed project work plans spending plan M&E plan and recruitment plan for the specific CC projects on area level.
Responsible for management and implementation of CC projects (activities and budget) according to strategy proposal plans and budget as delegated by APM
Develop manage and monitor project budget in cooperation with APM and ASM
Responsible for providing regular reports to the APM and the CCS on project implementation including suggestions for new and better ways to assist
Responsible for seeking support and mentoring on technical issues from CCS and complying with the CC strategy guidance
Participate in the recruitment of project staff in the respective area and CC.
Responsible for capacity development of project staff and transferring key skills through on the job training - particular focus on senior project staff
Apply NRC performance management module with the shelter team including work & development plans regular check-ins and performance reviews.
Responsible for liaison and collaboration with CC-relevant local authorities and stakeholders at area level
Accountable for adherence to NRC policies and ensuring the CC projects are targeting people most in need of protection assistance.
Promote the rights of IDPs/returnees in line with the advocacy strategy.

What you will bring:
Relevant university degree.
At least three years of field experience working as a Project Manager preferably in shelter programs in complex emergencies with responsibility for Project cycle management Risk Management Staff Development and Management and Grants and Budgets Management
Experience in logistics/administration management.
Experience of coordination and advocacy work; Excellent communication and reporting skills both written and oral.
Willingness to work in demanding stressful situations under difficult living conditions with respect for basic security rules.
Fluency in spoken and written English.
Valid drivers license.
Knowledge of the context in Ukraine would be an asset
Knowledge of local languages would be an asset
Shelter programme experience with start-up exit or similar would be an asset.

Ability to work under pressure independently and with limited supervision.
Ability and willingness to work and live under difficult circumstances.
Problem solving and willingness/ability to contribute to logistics.
Flexibility creativity organization and cooperation.
What we offer:
Duty station: Dnipro East Ukraine with linked field offices.
Contract:Until the end of 2026.
Travel: 40% in the field location.
Salary/benefits: Grade 8 contract terms.
