We are seeking an experienced and highly motivated Global Assessment Program Evaluator Task Lead to head a team delivering assessment support to global Psychological Operations (PSYOP) and OIE Operations in the Information Environment customers in support of United States Special Operations Command (USSOCOM). This position carries full responsibility for team management direction administration quality assurance and leadership. The ideal candidate will bring a disciplined social science methodology expert analytical judgment and proven ability to operate effectively within complex fast-paced operational environments.
Key Responsibilities
- Lead and manage a team of subject matter experts providing PSYOP and OIE assessment support across global operational theaters.
- Design and execute systematic social science activities to collect analyze and interpret data on the effectiveness of PSYOP series and OIE initiatives.
- Deliver actionable assessments that inform Command and operational decision-making at the strategic operational and tactical levels.
- Liaise with global operational units government stakeholders and interagency partners to synchronize assessment efforts with mission objectives.
- Apply expert judgment to balance scientific rigor with practical operationally relevant application.
- Oversee quality assurance of all team deliverables ensuring accuracy timeliness and compliance with applicable policies and standards.
Required Qualifications
- Minimum three (3) years of experience within the last seven (7) years in a program evaluation capacity with demonstrated experience assessing the impact of interventions.
- Proven leadership experience managing or directing a team of analysts researchers or subject matter experts in a fast-paced operationally oriented environment.
- Demonstrated ability to design and execute social science research activities including data collection processing analysis and reporting in support of organizational decision-making.
- Relevant education certifications or demonstrated hands-on proficiency using statistical software (e.g. R Python SPSS SAS) for applied data analysis and reporting including regression modeling descriptive and inferential statistics and complex dataset interpretation.

Desired Qualifications
- Minimum three (3) years of experience working in PSYOP or directly supporting projects requiring working knowledge of J39 operations issuances and policies.
- Minimum two (2) years of experience applying field research techniques including working knowledge of quasi-experimental research and applied econometric methods such as difference-in-differences analysis.
- Minimum one (1) year of experience working with AI tools specifically in Natural Language Processing (NLP) including familiarity with sentiment analysis entity recognition categorization or similar NLP functions.
- Bachelors degree or higher in Social Science Psychology Anthropology Political Science or a related field; advanced degree preferred.
- Prior military service or direct experience supporting PSYOP Civil Affairs or Information Operations organizations at the operational or strategic level.
- Experience developing or contributing to assessment frameworks measurement plans or monitoring and evaluation (M&E) strategies for large-scale communication or influence programs.
- Familiarity with USSOCOM command structures theater special operations command (TSOC) relationships and combatant command planning and assessment processes.
- Possess professional Education and Training in the field of PSYOP or Information Operations.
