Summary:

Under limited supervision directs the development implementation and maintenance of comprehensive environmental health safety and security programspolicies and procedures that are compliant and promote continuous improvement.

Provides the leadership direction and support necessary to ensure compliance with all applicable federal state and local laws regulations and standards to meet or exceed relevant internal and external safety environmental & security standards consistent with sound business practice.

Develops and maintains relationships with all levels within and outside the organization from corporate regional and plant management to supervisors and hourly employees in the production areas.

The position may direct the work of other salary or hourly persons and/or consultants. Specialized responsibilities may include but are not limited to multiple site responsibilities subject matter expert for COE multiple function responsibilities (i.e. commercial) and sites with a higher degree of complexity (PSM RMP Combustible Dust etc.)

Provide guidance and oversite to the Health Service function at the plant. Responsibilities include incident management clinical management and management of the clinical team.

Support new facility development by reviewing drawings and making safety health and environmental recommendations to improve functions.

As a vital member of the EHS global team support all Hershey locations in maintaining regulatory compliance by issuing guidance and sharing best practices. Follow up with compliance audits and provide tools to ensure compliance is sustainable. Lead a global EHS team (ergo PSM environmental IH etc.). Help develop international standards and policies.

Utilize talent cost-effectively and economically. Providing guidance motivation and direction.

Responsibilities:

  • Provide leadership and direction in developing administering and maintaining EHS compliance and continuous improvement program elements as part of the senior leadership team. Develop goals for the site and individual employees designed to achieve long- and short-term objectives for both the EHS COE and Site Management.
  • Serve as liaison with applicable external regulatory agencies and coordinate and follow-up on EHS audits to ensure satisfactory compliance. Ensure all required reports are completed and submitted as required.
  • Develop and administer the facility EHS management systems including employee participation hazard analyses safe operating procedures training risk management loss control spill prevention hazardous waste DOT hazardous materials emissions emergency planning (EPCRA) and all other key system elements.
  • Facilitate compliance with the facility regional corporate and regulatory environmental & safety standards and guidelines through audits inspections recordkeeping and data documentation.
  • Oversee all site environmental permits.
  • Develop review and validate Industrial Hygiene monitoring plans reports and analytical data.
  • Assist management with investigations provide corrective or preventive measures recommendations and maintain accurate environmental and injury/illness records.
  • Maintain current working knowledge of EHS regulations and laws to provide expertise for EHS assessments capital projects work orders and general EHS-related problem-solving at the site regional and corporate levels as needed.
  • Manage salary hourly and contract personnel to perform daily functionswith direct oversight of the WWPT (Wastewater Pre-Treatment Systems).
  • Support staff and personnel development for goal alignment prioritization of work and coaching for effective performance.
  • Responsible for the overall clinical and incident management involving workers compensation at the facility.
  • Develop and manage the site Security Program.
  • Develop and maintain department assets and budget to meet goals set forth by the business.

Minimum knowledge skills and abilities required to perform major duties/responsibilities successfully:

  • Ability to develop and maintain relationships with all levels within the organization from corporate regional and plant management to supervisors and hourly employees in the production areas.
  • Ability to effectively manage personnel and budget to meet targeted objectives.
  • Detailed knowledge of OSHA EPA and other applicable industry environmental health and safety standards.
  • Strong analytical skills to evaluate performance metrics and outcomes.
  • Superior communication skills verbal and written.
  • Ability to manage and train staff including organizing prioritizing scheduling daily work and projects and promoting professional development.
  • Strong problem-solving and decision-making skills with the ability to develop multiple solutions to an issue and make valid recommendations for resolution.
  • Ability to understand and execute processes including recognizing customer needs communicating process changes measuring and assessing success and identifying areas of improvement.
  • Ability to work under pressure.
  • Skill in budget preparation and management.
  • Proven leadership and managerial skills.
  • Ability to manage develop and implement environmental health and safety policies programs and training.
  • Experience with Word Excel PowerPoint and SAP computer applications.
  • Knowledge of manufacturing practices and processes.
  • Ability to adjust work hours as needed.
  • Ability to climb ladders and stairs and lift moderately heavy items such as test equipment or materials.
  • Demonstrated ability to move between tasks and projects on short notice and quickly change priorities based on customer and department needs while meeting project deadlines. (Flexibility is critical in this role as priorities change quickly).
  • Ability to work well in a team environment & independently.
  • Develop and maintain an industrial hygiene program for known and new potential exposures.
  • Develop long-term growth plans in partnership with employees that directly report.
  • Engage with community stakeholders.
  • Knowledge of developing and maintaining a workers compensation management system.

Minimum Education and Experience Requirements:

  • Bachelors degree required; Bachelors degree in Occupational / Industrial Safety Industrial Hygiene EngineeringEnvironmental Science or other EHS-related field preferred; other four-year degrees will be considered.
  • Certification in an EHS-related discipline (CSP/CIH etc.) and/or education beyond a bachelors degree is preferred.
  • Minimum of 3 years of proven experience managing EH&S professionals.
  • Minimum of 8 years of experience in an environment related to EHS program management preferably in manufacturing.
  • International Experience preferred.
  • Preference for manufacturing experience.
