About the ICC

The ICC regulates Illinois investor-owned electric natural gas telephone water and sewer addition the Commission exercises authority over railroad safety and hazardous materials movement towing companies operating in the Chicago area and motor carrier insurance requirements.

The ICC has five Commissioners one of whom is designated as Chairman by the Governor who adjudicate regulatory and administrative matters before the Commission.

Along with regulating utilities ICC Commissioners host policy sessions and workshops on trends and developments in the energy industry such as nuclear energy; renewable energy resources; electric vehicles grid infrastructure and reliability water safety and diversity in the energy workforce.

Program Overview

Interns will be exposed to administrative law energy and environmental policy state and federal legislation statutory analysis and interpretation and Illinois regulatory and rulemaking processes and procedures primarily with respect to public utilities and transportation.

Interns will have the opportunity to observe and participate in ICC decision making including oral arguments hearings and the rate-making process; stakeholder engagement; and connect with other individuals in the industry. Interns will work directly under the Legal and Policy Advisors of their respective Commissioner who will work to identify relevant areas of focus and interest in each interns career and educational development

Duties

Interns are expected to conduct many activities including policy research interpretation of state and federal policy laws and regulations draft case summaries and prepare presentations. Specific duties may include:

  • Conducting in-depth research on topics of interest to the Commissioner which may include legal and economic aspects of docketed proceedings or various policy issues such as utility rates and pilot programs grid modernization renewable generating resources integration and their interconnection electric vehicle charging infrastructure and energy wholesale and retail markets.
  • Assisting Commissioners in reviewing and evaluating filings in docketed proceedings.
  • Drafting memoranda briefs presentations and articles on issues of regulatory interest.

Minimum Qualifications

This position requires advanced writing and research skills; adequate computer skills; and strong communication skills. The candidate should be adaptable and thrive in a fast-paced working environment.

Preferred Qualifications

This position is designed for candidates with a strong academic background and open to all undergraduate and graduate level students. This position is particularly suited for students in the following areas of study: Law Pre-Law Political Science Finance Engineering and Accounting.

Work Hours: 8:30 am - 5:00 pm Monday-Friday are the standard work hours but hours may vary and will be determined between the supervisor and the intern.

The ICC must balance the consumers needs against the financial needs of the the continually changing utility environment staff also recommend new ways to deal with a marketplace in transition particularly in the telecommunications and electric sectors where competition is reshaping the industry.
