Job Summary

We have an opening for a Conduct of Operations Coach position. This position plays a pivotal role in ensuring the adherence to rigorous operation standards and fostering a culture of safety compliance and excellence within the organization. You will mentor coach and advise on deliberate operations ensuring Conduct of Operations principles are understood by management and staff performing work within Strategic Deterrence (SD) facilities and are implemented as described in DOE O 422.1 Conduct of Operations. Your work will leverage your operational experience in explosive chemical nuclear bio-pharmaceutical oil and gas or other highly regulated industries in performing direct observations document reviews conducting assessments providing briefings and writing reports. This position will support SD nuclear and non-nuclear facilities at both the main site S200 located in Livermore California and Site 300 in Tracy California. The primary work location is at Site 200 and reports to the SD Conduct of Operations Manager. This position is in the SD Operations Support group within the Strategic Deterrence Directorate.

This position requires full-time on-site presence due to the nature of the work.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will 

  • Coach and mentor personnel on the implementation of Conduct of Operations principles and practices through field observations briefings and other activities.
  • Serves as a point of contact for Conduct of Operations principles (shift turnover communications procedure/compliance log keeping on-shift training lockout/tag-out etc.) as disseminated through company policies directives and established work processes.
  • Support development of new ideas approaches and strategic planning for Conduct of Operations programs impacting SD facilities and operations.
  • Plan schedule and perform management observations inspections and assessments then communicate feedback through detailed reports.
  • Accurately and effectively convey performance results with the appropriate facility management program management and Livermore Field Office (LFO) Facility Representatives.
  • Support updates to the SD Conduct of Operations manuals implementing procedures performance metrics and providing technical guidance on Conduct of Operations facility matrices.
  • Perform other duties as assigned.

Additional job responsibilities at the TSS.3 level

  • Serve on internal/external technical or operational committees representing the organization as the primary technical resource providing strategic technical advice to senior management external stakeholders and sponsors.
  • Provide technical expertise on integrating multiple aspects of facility support programs including Work Planning & Control Configuration Management Quality Assurance and Training and serve as the subject-matter expert for related facility procedures.
  • Lead development of new ideas approaches and strategic planning for Conduct of Operations programs impacting SD facilities and operations.

Qualifications :

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. 
  • Bachelors degree in Engineering Physical Science or related field or the equivalent combination of education and related experience to include direct operational experience in nuclear explosives chemical or other highly regulated industry.
  • Comprehensive knowledge skills and abilities of Conduct of Operations principles in accordance with or equivalent to DOE O 422.1.
  • Experience providing technical evaluations and recommendations related to Conduct of Operations in a wide range of engineering and technical disciplines to establish and accomplish objectives.
  • Experience applying a broad understanding of scientific and technical disciplines including safety engineering operations and maintenance.
  • Experience resolving conflicting work requirements consensus building and prioritizing tasks involving long-range targets to ensure milestones and deliverables are met.
  • Effective mentoring training and coaching skills to support implementation of disciplined and structured operations and Conduct of Operations principles and practices.
  • Ability to build and maintain successful and effective working relationships with a broad cross-section of management technical and administrative personnel.

Additional qualifications at the TSS.3 level

  • Significant experience engaging in and leading assessments incident analyses effectiveness reviews and working with multi-disciplinary teams.
  • Advanced communication facilitation and collaboration skills necessary to effectively present technical knowledge and provide advice to management external sponsors and stakeholders.
  • Experience managing regulatory interpretation and implementation of Department of Energy Orders Codes of Federal Regulations or equivalent regulations and standards.

Qualifications We Desire

  • Masters degree in a scientific or Engineering discipline.
  • Experience and/or training in hydrodynamic experiment design fielding explosive operations OR nuclear physics electrical power theory and generating equipment nuclear reactor technology or reactor principles and formality preferred.
  • Experience in identifying monitoring and coaching on Human Performance Improvement issues.
  • Experience in leading or participating as an assessment team member in readiness assessments in accordance with or equivalent to DOE O 425.1D Verification of Readiness to Start Up or Restart Nuclear Facilities and DOE Standard STDPlanning and Conducting Readiness Reviews.

Pay Range

$129150 - $196476 Annually

$129150 - $163764 Annually for the TSS.2 level

$154950 - $196476 Annually for the TSS.3 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.  An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
