Job Summary

Introduction

The Maryland Department of Labor (MD Labor)Division of Unemployment Insurance is accepting applications from qualified candidatesfor the position of OmbudsmanUI Professional VI (Internal Only). This recruitment will be used to fillcurrent and future vacancies. The resulting eligible list will be maintainedfor one year after the closing date of the announcement.

Main Purpose of Job

The Ombudsman provides support and researches cases when contacted by an unemploymentinsurance benefits claimant ensuring agency compliance with (1) Section 8-109(a)(8) and (2)whether the Division of Unemployment Insurance is meeting goals for Non-MonetaryDetermination performance promptness and validation standards set by the U.S. Department ofLabor (US DOL). Meeting these standards makes certain the Unemployment Insurance (UI)program is funded.

POSITION DUTIES

-Monitor the UIOmbudsman form and email account. Utilize methodology (i.e. intensive researchof claimant employer responsibilities and accountability to determine faultand accuracy; make timely and quality determinations) to review and analyzethe claims presented to the UI Ombudsman focusing on the five (5) eligibilitycriteria: (1) separated for no fault of their own (2) able and available (3)monetarily eligible (4) registered for work and (5) actively seeking work.

-Work with claimscenter staff and BEACON Support when necessary to resolve issues on claims sentto the UI Ombudsman.

-Track progress of UI Ombudsman claims including analysis of the quality andtimeliness of determinations.

-Stay updated onbest practices and procedures for the customer experience by completing

necessary IT modules and programs (e.g. BEACON MWE REX Mobile apps) inorder to inform claims center staff.

MINIMUM QUALIFICATIONS

Applications that meet the minimum andselective qualifications will be referred to the hiring manager for interviewselection. Units will select those candidates most closely demonstrating thequalifications for interview.

Experience: Nine years of experience five years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work (One year of this experience must have involved one or more of the following: the supervision of other employees applying rules and regulations or exercising responsibility for the development of policies or procedures) and an additionalfour years of experience in a public or private agency related to rendering and/or determining eligibility for a Human Service Program or an insurance claims processing and fraud investigation program.

may substitute the possession of a Bachelors degree from an accredited college or university and five years of experience supervising staff in a public or private agency related to rendering and/or determining eligibility for a Human Service Program or an insurance claims processing and fraud investigation program OR five years of experience in administrative staff or professional staff work (One year of this experience must have involved one or more of the following: the supervision of other employees applying rules and regulations or exercising responsibility for thedevelopment of policies or procedures) for the required experience.
