Position Overview

The Arizona Department of Economic Security (AZDES) Division of Finance (DFO) is seeking an experienced Financial Compliance and Reporting Consultant to provide high level financial governmental accounting and compliance expertise. Working in a consultative capacity under the direction of the DES Deputy Accounting Administrator this role supports departmental leadership program management the General Accounting Office (GAO) and the Auditor Generals Office (AGO).

The primary focus of this position is bank account reconciliation oversight strengthening internal controls and establishing robust checks and balances to support accurate and compliant Annual Comprehensive Financial Report (ACFR) reporting. The ideal candidate will bring expert level knowledge of Governmental Accounting Standards Board (GASB) pronouncements the State of Arizona Accounting Manual (SAAM) risk mitigation practices and continuous process improvement.

Key Responsibilities Consultation & Bank Reconciliation Oversight
  • Review and evaluate multiple bank accounts for accuracy completeness and procedural compliance
  • Advise management on reconciliation best practices oversight structures and financial risk mitigation
  • Design and recommend controls to ensure consistent and compliant reconciliation processes
ACFR Checks & Balances
  • Establish monitor and strengthen internal checks and balances supporting ACFR preparation
  • Collaborate with program partners to ensure timely and accurate completion of financial schedules
  • Ensure alignment with ACFR requirements Schedule of Expenditures of Federal Awards (SEFA) and Single Audit guidelines
GASB & Governmental Accounting Expertise
  • Serve as a Subject Matter Expert (SME) for researching interpreting and implementing GASB pronouncements
  • Ensure all financial statements and reports comply with GAAP and GASB standards
  • Provide guidance on complex governmental accounting issues
Internal Controls & Process Improvement
  • Provide expert financial and accounting consultation to DES leadership and external partners
  • Advise on the development and refinement of accounting policies procedures and internal controls
  • Support continuous improvement initiatives related to reconciliation oversight and financial reporting
Knowledge Skills and Abilities Knowledge
  • GAAP and GASB standards
  • Federal State and local regulations governing ACFR SEFA and Single Audit requirements
  • Best practices in governmental accounting internal controls and bank reconciliation oversight
Skills
  • Advanced ability to evaluate and maintain accounting records using automated systems (ERP/SAL)
  • Strong internal consulting skills including problem identification and solution development
  • Ability to develop and recommend revisions to financial policies and procedures
Abilities
  • Work independently as a trusted internal consultant
  • Demonstrate excellence in managing ACFR deliverables and financial compliance initiatives
  • Build and maintain effective working relationships with management and stakeholders
Required Qualifications
  • Bachelors degree in Accounting Finance or a closely related field
  • Minimum of five (5) years of accounting experience
  • Expert level knowledge and hands on application of GASB standards fund accounting and governmental financial reporting
Preferred Qualifications
  • Active CPA license (strongly preferred)
  • Demonstrated experience preparing and/or reviewing an ACFR
  • Minimum of five (5) years of progressive accounting experience including at least three (3) years within:
    • A government agency municipality or school district or
    • A public accounting firm specializing in governmental audits
  • Experience in accounts payable or auditing
