This position has three distinct parts: SO1 of the Royal Navy Casualty Cell (RNCC) SO1 OSM/TRIM Dept and SO1 Repatriations Memorial Services and Funerals
In drawing together PS functions across the Royal Navy (RN) a single appropriately resourced Casualty Management (Cas Mgt) team was established. This team is responsible for policy and delivery of the following:
Casualty Notification Management and Tracking. The formation of the RN Casualty Cell (RNCC) under SO2 RNCC created a single RN Notifying Authority and a RN Casualty Activation Centre (CAC) capability. The RNCC provides the training of Casualty Notification Officers (CNOs) and Funeral Officers (FOs) maintains a nationwide CNO and FO database and allocates CNOs and FO to task. It liaises with RN FPS to ensure Visiting Officers (VO) are also allocated.
TRiM Training and Support. TRiM is the Defence approach to the internal management and support of individuals and groups who experience traumatic events. It provides a peer-to-peer or peer-to-group stress risk assessment to determine how individual(s) are coping after an event and can signpost people to specific support or assistance they might need. A team managed by SO2 TRiM develops policy improves the process and provides assurance of TRiM practice; the team also deliver TRiM Practitioner Team Leader and Instructor training to maintain sufficient TRiM capacity within front line units and establishments and provides a deployable quick response team in the event of a major incident. The team works closely with the RNCC to ensure a coherent approach to incidents.
Operational Stress Management. Run in conjunction with TRiM the Non-Medical Operational Stress Management (OSM) Team is responsible for the strategy and governance of all OSM delivery within the Royal Navy. OSM is the overarching approach to managing the through-career mental well-being of those SP from initial recruit training to deploying on operations and post deployment (specifically in relation to Decompression (DcN) activities).
Repatriation Funerals and Memorial Services. SO1 Cas Mgt is responsible for repatriation of deceased personnel from overseas (Op PABBAY KEIR GARMENT and BOWDEN) the training and assignment of Funerals Officers (FOs). SO1 Cas Mgt is also responsible for the arrangement of funerals and memorial services for those entitled to Royal Navy Exceptional or Special Honours1.
Coroners Inquests and Fatal Accident Inquiries (Scotland) Witness Support. SO2 TRiM is responsible for supporting witnesses and maintaining a close working relationship with the Defence Inquests Unit (DIU) to ensure service personnel attending inquests and inquiries are appropriately supported.
PURPOSES
To be responsible for:
All matters pertaining to Casualty Management as they affect Navy Command and members of the RN.
Lead the development of policy within the Navy for single Service Casualty Management TRiM and OSM policy and represent the Navy in the development and application of Tri-Service policy.
SUPERIORS
The post holder is accountable to Hd People Support.
AUTHORITY
The post holder has delegated authority to:
Deputise for Hd People Support as required.
Sign correspondence and issue administrative orders on behalf of Hd People Support and issue correspondence appropriate to their area of responsibility.
Liaise with other Government Departments MOD Departments other Services authorities and appropriate civilian organisations including the Naval Families Federation (NFF) as necessary to achieve their purpose.
The post holder has functional authority over SO2 RNCC SO2 TRiM/OSM
PRINCIPLE TASKS
The principal tasks undertaken by SO1 Cas Mgt are:
Casualty Notification Management and Tracking (CNMT)
Act as the RN lead for CNMT policy.
Oversee the running of the RNCC activities.
Represent the RN position on all tri-Service CNMT matters.
Provide key messages guidance leadership advice and direction on CNMT issues to Commanders Divisional/Regimental officers and individuals as necessary.
To be 1RO to SO2 Cas Mgt and 2RO to the RNCC WO1/2s.
TRiM Training and Support
Act as the RN lead for TRiM policy.
Oversee the delivery of TRiM training and support.
Provide key messages guidance leadership advice and direction on TRiM issues to Commanders Divisional/Regimental officers and individuals as necessary.
To be 1RO to SO2 TRiM/OSM and 2RO to TRiM/OSM staff.
Operational Stress Management (OSM)
Act as the RN lead for OSM policy.
Provide key messages guidance leadership advice and direction on OSM issues to Commanders Divisional/Regimental officers and individuals as necessary.
Repatriation Funerals and Memorials
Act as the RN lead on repatriation funerals and memorial services policy.
Lead on the repatriation of deceased personnel from overseas.
Lead on the training and assignment of Funerals Officers (FOs).
Lead on the arrangement of funerals and memorial services for those entitled to Royal Navy Exceptional or Special Honours.
Act as Op BRIDGE LO (based in MoD on activation).
Inquest and Inquiry Witness Support
Lead on the provision of support to Royal Navy SP called as witnesses to inquests and inquiries
