I. Classification: Executive Level
Title: Chief Financial Officer
II. Minimum Qualifications:
1. Graduation from an approved college or university with a Masters
Degree in business public administration or a major in accounting.
2. Minimum of five years of experience in one of the above fields.
Experience to include budgeting purchasing and experience with
computerized financial accounting and purchasing systems.
Minimum of three years of experience in a managerial or
supervisory capacity.
3. Minimum of three years of experience as a school system business
administrator responsible for a computerized business operation
preferred.
4. Any combination of education and/or acquired experiences that
meet all stated requirements may be considered appropriate for the
position.
III. Position in Total Organization:
1. The Chief Financial Officer is responsible for and reports directly to
the Superintendent of Schools. The incumbent operates with a high
degree of latitude and independent judgment. Work performance is
reviewed by the Superintendent of Schools periodically with a
written annual evaluation furnished to this incumbent. Reviews and
evaluations are to ensure conformance to established School
Committee policies administrative regulations State and Federal
Law and Regulations and sound business practices.
2. Maintain a supervisory function over the Director of Business
and personnel in the Business Office. Also maintains a
supervisory function for all business activities as they relate to
individual department heads such as the Director of Plant
Operations the Director of Student Transportation Operations the
Director of MIS and the Fiscal Grant Manager.
IV: General Statement of Duties:
1. The Chief Financial Officer is responsible to the Superintendent of
Schools for coordinating and directing all of the business services
of all operations of the Cranston Public Schools including but not
limited to Plant Operations Student Transportation and Data
Processing.
Business services include budget preparation monitoring of all
receipts and expenditures to ensure a sound fiscal condition
preparation of all required financial reports purchasing and
maintenance of all school equipment etc. Also the

recommend changes in business procedures and policies
relating to the business function.
V. Major Areas of Responsibility:
Financial
1. Prepare the annual budget in a clear business-like format to show
revenues and expenditure with appropriate narrative explanations.
2. Attend both School Committee and City Council meetings during
the annual budget adoption process. Provide supporting
documentation to any and all budget questions asked during these
meetings.
3. Classify all school system revenues and expenditures properly.
4. Supervise the efficient recording of all past and current revenues
and expenditures for the staff and School Committee members.
5. Prepare periodic financial statements for the school system funds
including the current status of the budget.
6. Supervise all financial activity as it relates to Federal State and
Private Grant Programs.
7. Review with the Chief Human Resources Officer the recording of all
salaries for school system personnel.
8. Prepare and issue instructions and policy statements for guidance
in preparing annual operating and capital outlay budget
requirements in accordance with written policies established by the
Cranston School Committee.
9. Review and evaluate the financial implications for unusual
maintenance projects and emergency needs. Assure that proper
notifications are furnished to the Superintendent of Schools.
10. Work with the City Finance Director to monitor the current status of
school system bond issues including current funds available
projects completed etc. Also work with the City of Cranston
Finance Director to prepare the annual School Housing Aid Report
relating to expenditures of capital bond funds.
11. Work with the City Finance Department to ensure that the school
systems expenditures and receipts are in agreement with the
records maintained by the City.
12. Supervise the preparation of annual financial reports required by
the RI Department of Education and other governmental agencies.
13. Work with the auditors to provide all necessary information during
the annual financial audit.
Operations
1. Supervise the School Districts Food Service Program in
coordination with the Food Services Management Company.
2. Supervise the School Districts Plant Operations Student
Transportation and M.I.S. Departments by implementing annual
operating budgets and monitoring monthly expenditures.
3. Supervise the ordering and disbursing of all school system supplies
and equipment.
4. Supervise the efficient maintenance of all historical school system
financial records.
5. Supervise the accounting for school property and equipment and
the preparation of annual inventories of the same.
6. Account for the identification and disposal of all surplus and
obsolete equipment and/or material.
7. Maintain and improve the operation of a computerized accounting
system that provides the information required by the School
Committee Superintendent Government Agencies and members
of the public.
8. Handle all matters relating to school system insurance including
claims and attendance at necessary insurance meetings. Review
insurance in light of changing requirements to ensure adequate
insurance policies are in force.
9. Perform such other functions and duties as directed by the
Superintendent of the Cranston Public Schools.
POSITION IN ORGANIZATION:
The Chief Financial Officer will be directly responsible to the Superintendent of

EVALUATION:
Performance of this job will be evaluated annually in accordance with provisions
of the Cranston School Committees policy on Evaluation of Administrative
Personnel.
WORK YEAR/SALARY:
The Chief Financial Officer is part of the Central Office Administrative Staff
Contract and as such may earn up to twenty-five (25) vacation days per year.
All legal holidays shall be non-work days. Salary to be determined based on both
educational and current work experience.
