Job Summary

The HR Advisor is a pivotal role tasked with supporting the establishment of a Special Delivery Body that will facilitate the delivery of the MetroLink programme. The role holder will provide expert HR advice and will support the Strategic HR Business Partner Strategic HR Support and wider People workstream in the delivery of HR strategic and operational objectives related to new Special Delivery Body. 

The role requires deep expertise in public sector HR strong stakeholder engagement skills and the ability to design and embed HR practices from the ground up. 

The role holder will play a foundational role in establishing a fully functioning HR department within a newly created commercial semistate agency. This role involves designing and implementing core HR structures policies and systems that reflect both commercial objectives and publicsector governance requirements. 

Key priorities include developing the organisations remuneration framework establishing a new pension scheme managing TUPE-related onboarding of staff from the predecessor organisation and ensuring full compliance with Irish employment law and publicsector obligation

 

Principal Accountabilities:

  • Support the design of the end-to-end HR operating model for the organisation including systems structures policies processes and people. 

  • Support the development of a comprehensive remuneration strategy including pay scales job evaluation structures allowances and benefits consistent with semistate governance and market competitiveness.  

  • Support the approvals processes with internal and external stakeholders (e.g DPER) where required.  

  • Support the preparation of remuneration papers and business cases Steering Committee consideration. 

  • Support and advise on aspects of TUPE (Transfer of Undertakings) transfers including due diligence employee information gathering consultation processes and integration planning.  

  • Work closely with legal advisors employees and trade unions to ensure full compliance with TUPE legislation.  

  • Develop onboarding and harmonisation plans that preserve employee rights while embedding new organisational policies and culture. 

  • Develop and maintain HR policies and procedures aligned with Irish employment legislation public sector circulars codes and Government HR frameworks. 

  • Establish core HR processes including recruitment onboarding performance management learning and development workforce planning and employee relations. 

  • Advise on national publicsector pay employment frameworks and industrial relations protocols. 

  • Support the development of fitforpurpose HR systems and data management practices ensuring secure GDPRcompliant employee record-keeping. 

  • Support the development of an organisational workforce plan and recruitment plan to support current and future staffing needs. 

  • Support end-to-end recruitment in compliance with Public Appointments Service guidelines public sector recruitment rules and DPER frameworks. 

  • Support the design and establishment of a new pension scheme appropriate for a commercial semistate environment including liaising with advisors and distilling advise for appropriate audiences.  

  • Support the communication enrolment and ongoing administration of the pension scheme for all employees.  

  • Advise on employee relations matters engaging with staff managers unions and representative bodies. 

  • Perform additional tasks activities or other duties as may be required or assigned as part of the role 

Experience :

  • 5 years of experience within the Irish publicsector commercial semistate or a heavily regulated environment. 

  • Strong understanding of HR processes including recruitment onboarding and performance management. 

  • Demonstrated experience in developing and drafting HR policies and procedures and documenting employment terms and conditions. 

  • Strong understanding of Irish public sector/civil service employment frameworks circulars and governance structures. 

  • Proven track record of working with/implementing a HRIS system 

  • Knowledge of Irish employment law TUPE WRC processes industry codes of practice and HR best practice is desirable. 

  • Experience designing remuneration structures job evaluation frameworks or workforce planning models advantageous. 

  • Experience managing or contributing to pension scheme governance or reform advantageous. 

  • Experience establishing or transforming HR functions advantageous. 

Skills:

  • Strong project management and organisational skills with the ability to balance multiple priorities. 

  • Analytical and detail-oriented with advanced ability to interpret clean and present data to drive insights and improvements. 

  • Excellent stakeholder communication and collaboration able to work cross-functionally with HR IT and stakeholders. 

  • Process improvement mindset with experience mapping automating and streamlining HR operations through digital solutions. 

  • Trust-based relationship builder with credibility across leadership and peer groups especially within People functions and operational teams. 

  • Adaptable and resourceful with comfort navigating evolving technologies and business needs. 

  • Strong written verbal and technical communication skills 

  • Proficiency in Microsoft Office Suite especially Excel (advanced level) and PowerPoint for reporting and presentations. 

 


Qualifications :

A relevant third-level qualification in HR Business or a related field is required.
