JOB SUMMARY: This is a supervisory position and as such supervises the installation of new and
existing construction including service lines main extensions and relocations projects
Incumbents in this position will be held to the Districts Gold Standard for Customer Service.


ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
1. Supervises and directs a group of employees in the accomplishment of assigned work. Incumbent is
held responsible for the execution and completion of work assigned to crews. May be required to
supervise multiple crews using leadsmen within the crews. Provides instruction necessary for crews
to accomplish assigned tasks. Evaluates the performance of work crews makes recommendations and
provides reports to the Superintendent of Operations.
2. Assigns daily work to crews in response to workload. Sees that plans blueprints materials tools and
equipment are gathered and crews are ready for work. Maintains contact with crew leaders throughout
the day to trouble-shoot problems and to provide guidance.
3. Ensure that as-built drawings pressure charts work orders inventory and time reporting for each job
is properly documented and completed for each crew daily.
4. Supervises maintenance projects such as relocations kill lines and gas leak repairs to meet
requirements established by the Public Service Commission. Responsible for the completion of
reports required by the Florida Public Service Commission and other documentation such as materials
test reports and blueprints.
5. Coordinate new and existing construction maintenance and relocation projects with other District
personnel to establish a schedule that will meet the needs of customers. Oversee the project to see
that each phase is completed on schedule tracks costs inventory and outside contractor data for new
construction projects. Maintains list of projects in progress and completed projects.
6. Oversee the district welding resources including procedures recruiting training certifications
accordance with DOT and PSC regulations. Coordinates work with sub-contractor and oversee
quality of work performed.
7. Oversee the maintenance of district distribution and transmission facilities including mowing
blasting painting fencing etc.
8. Coordinates work with sub-contractor and oversee quality of work performed.
9. Attends planning meetings with developers contractors Department of Transportation and District
personnel as it pertains to maintenance and relocations.
10. Performs functions related to staffing such as interviewing counseling mentoring and evaluation.
Visits job sites to evaluate employee performance job safety and proper work methods.

11. Ensures crews are properly trained in processes required by their position in gas distribution and
transmission line construction and/or maintenance specifically: Operator Qualification Safety O&M
Guidelines and Public Service Commission requirements.
12. Must be able to safely and responsibly operate the automotive vehicle assigned. Must maintain
assigned vehicle through appropriate operator maintenance and by keeping said vehicle clean and
neat at all times.
13. Processes new vendor packages.
14. Maintains tools and equipment in prescribed manner.
15. Maintains control of inventory items obtained from stock or carried on truck.
16. Other miscellaneous job-related duties as assigned.

EDUCATION AND EXPERIENCE:
HS Diploma 10 years of experience or
Associates degree plus five to nine years of experience or
Bachelors Degree plus two to five years of experience or
Masters Degree plus two to five years of experience.


ESSENTIAL COMPETENCIES:
1. Knowledge of DOT 49CFR Part 192./ 25-12
2. Basic communication skills to convey information professionally and effectively in words both
verbally and in writing.
3. Mathematic ability to add subtract multiply divide work fraction and decimals.
4. Must possess qualifications to coordinate activities regarding emergencies outages and pressure
problems.
5. Exhibits a broad knowledge of natural gas distribution construction and installation experience with
gas pipeline and compression operations and natural gas distribution/transmission/service work.
6. Knowledge to read and interpret gas construction drawings maps pipeline surveys piping drawing
and mechanical flow sheets and symbols from blueprints and specifications.
7. Understanding construction projects to ensure quality work practices are followed and a safe
environment is maintained to ensure compliance with all District local state and federal standards
applicable codes safety rules drawings and specifications (for example OSHA Department of
Transportation Regulations EPA regulations).
8. Ability to comprehend and enforce safety procedures including the willingness to wear and use
safety equipment required by federal state local and District regulations.
9. Ability to supervise to organize to prioritize and schedule work assignments for subordinates;
interpersonal skills to foster a cooperative work setting and ensure employee development with
performance management skills.

10. Ability to perform inspections and make necessary adjustments to conform to job specifications.
Knowledge of engineering and construction standards and code requirements.
11. This position requires knowledge and task evaluation as determined by Pipeline and Hazardous
Material Safety Administration rule CFR 49 Part 192; Subpart N: Operator Qualifications (OQ).


TECHNICAL SKILLS REQUIRED:
1. Must possess and maintain valid State of Florida Commercial Drivers License (CDL) and a
driving record satisfactory to the district and its insurers.
2. Demonstrated construction and maintenance experience with a knowledge of the natural gas utility
business.
3. Competent use of personal computers and proven ability with relevant software packages
including but not limited to: MS Office the internet and Onboard Learning Management System.
4. Knowledge to develop work-around procedures for maintaining crew productivity during delays
caused by other trades customers lack of materials absenteeism etc.
5. Organizational skills to coordinate personnel workload and assignments to ensure deadlines are
met; skills to schedule work assignments in order of priority and date received.
6. The ability to inspect work in progress for compliance with plans and regulations.
7. Exhibits ability to enforce and exercise proper care use and maintenance of equipment and
supplies; promotes continuous improvement of workplace safety and environmental practices.
8. Maintains comprehensive knowledge of current construction standards work methods safety
compliance requirements and technology; awareness to keep informed of advances in utility and
business technology and changes in applicable building regulations and codes.
9. Capacity to implement federal state and local safety regulations protocols and/or procedures for
natural gas employees including Operator Qualifications.


OTHER FACTORS:
1. Regular attendance is an essential function of the position.
2. This position requires incumbent to be on the supervisor stand-by rotation for after-hours duty: i.e.
rotating on-call shifts to include weekends and holidays may be required to work other than normal
work hours with little notice.
3. Must be appropriately dressed in a clean and neat District authorized/approved uniform during work
hours.
4. Physical Effort: Requires walking bending stooping crawling climbing and moderate lifting. Must
be capable of working from ladders and elevated areas.
5. Working Conditions and Hazards: Works inside and outside. Exposed to rain and seasonal weather
extremes. Exposed to fires toxic fumes electrical shocks from high voltage and dog bites. Must be
able to work with power tools and other hazardous equipment.
6. DRUG TESTING FOR ILLEGAL DRUGS: Employees in this classification will be subject to
undergo testing for illegal drugs in accordance with DOT Pipeline Safety Regulations Code of
Federal Regulation Title 40 (49 CFR) Part 199.
