MINIMUM QUALIFICATIONS

A. Education Experience and Training

1. Bachelors degree from a college or university accredited by an organization recognized by the
Council for Higher Education Accreditation (CHEA) or by the United States Department of
Education (USDE). Major course work in Business Administration Public Administration
Criminal Justice or a related field preferred. Each year of experience as described below in
excess of the required five years may be substituted for thirty semester hours from an accredited
college or university on a year-for-year basis.

2. Five years full-time wage-earning experience in automotive or heavy equipment repair or
maintenance or metal forming and fabricating or overseeing automotive or heavy equipment
repair or maintenance or metal forming and fabricating.

3. One year full-time wage-earning experience in the supervision of employees or inmates.

4. Correctional custody or law enforcement experience preferred.

5. Successful completion of the current Texas Department of Criminal Justice freight transportation
road test. Road test will be scheduled after the interview process.

* Must have or be able to obtain a valid Class A Commercial Driver License (CDL) with Passenger
(P) endorsement within 120 days of employment date.

Must have or be able to obtain a valid CDL Medical Examiners certification statement within
120 days of employment date.

Must be registered with the U.S. Department of Transportation Federal Motor Carrier Safety
Administration (FMCSA) Drug and Alcohol Clearinghouse prior to employment and/or prior
to operating a commercial motor vehicle.

B. Knowledge and Skills

1. Knowledge of methods and techniques of maintenance and repair of motor vehicles and
equipment.

2. Knowledge of safety procedures related to maintenance and repair shops.

3. Knowledge of quality control procedures and techniques.

4. Knowledge of applicable state and federal laws rules regulations and statutes.

5. Knowledge of agency and departmental organizational structure policies procedures rules
and regulations preferred.

6. Skill to communicate ideas and instructions clearly and concisely.

7. Skill to coordinate with other staff departments officials agencies organizations and the
public.

8. Skill to interpret and apply rules regulations policies and procedures.

9. Skill to inspect and evaluate needed repairs to machinery and equipment.

10. Skill to repair diesel engines standard and power shift transmissions and hydraulic electrical
fuel brake and cooling systems.

11. Skill in the use of parts books and service manuals.

12. Skill to prepare and maintain accurate records files and reports.

13. Skill to supervise employees and inmates.

IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION

JOB SUMMARY

Performs complex administrative and supervisory program work. Work involves establishing program
goals and objectives; developing program guidelines policies and procedures; developing schedules
priorities and standards for achieving program goals; evaluating program activities; developing budget
requests; coordinating program activities; and supervising the work of others. Works under general
supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL FUNCTIONS

A. Oversees the agency vehicle and heavy equipment maintenance and repair activities and projects
and establishes priorities; oversees the maintenance repair inspection and evaluation of motor
vehicles machinery heavy equipment and trailers and metal forming and fabrication; confers with
staff on issues and problems to identify and implement solutions; and instructs mechanics in proper
repair procedures and use of automated testing equipment.

B. Coordinates wrecker services to pick up wrecked or disabled motor vehicles; oversees the exchange
rebuilding and overhaul of motors transmissions differentials and other motor vehicle components
and systems; diagnoses and repairs all functions and controlling systems of motor vehicles and
equipment; and discusses malfunctions warranties parts and service with mechanics drivers and
manufacturing representatives.

C. Coordinates project plans; estimates work hours and obtains materials and equipment required for
projects; checks deliveries; inspects materials and other factors ensuring compliance to plans
specifications and estimates; prepares and maintains records of requisitions purchases materials
supplies and repair costs; and prepares and oversees the preparation of periodic reports
correspondence and purchase orders.

D. Provides technical assistance and training in the maintenance and repair of motor vehicles
machinery heavy equipment and trailers and in metal forming and fabrication; and conducts
inspections of maintenance and repair operations and activities and makes recommendations for
improvement.

E. Supervises the work of others.

F. Maintains security of tools machinery and equipment; responds to emergency situations; performs
various correctional and custodial support functions; and assists in maintaining security of assigned
inmates.
