Data Quality Analyst (Contract)

Client: Department of Transportation
Location: Remote
Start Date: April 2026
Duration: 3 months with strong possibility of extension
Pay Rate: $50 $70/hr (W2)

Project Overview

The Department of Transportation is preparing for a major migration of its legacy commercial vehicle registration system to a new Commercial Vehicle Registration (CVR) platform.

The current system is a COBOL-based mainframe system using Customer Information Control System (CICS) developed in the 1970s 1980s. It supports critical programs including the International Registration Plan (IRP) and International Fuel Tax Agreement (IFTA).

This system contains essential data such as:

Commercial vehicle records
Carrier and ownership data
Registration and tax status
Motor carrier operating authority

Due to the age of the system the data contains inconsistencies missing values duplicates and undocumented definitions. The Data Quality Analyst will help assess and document the current state of the data to prepare for migration.

Key Responsibilities

Identify and inventory all relevant legacy data sources (databases flat files spreadsheets).
Perform data profiling and analysis to evaluate completeness consistency and relationships.
Identify and document data quality issues and business impact.
Define and document data quality rules and validation standards.
Assist in developing data cleansing and remediation recommendations.
Participate in stakeholder workshops and provide documentation updates.

Required Qualifications

Experience in data analysis data profiling or data quality initiatives
Experience supporting data migration or system modernization projects
Strong documentation and stakeholder communication skills
Experience working with legacy data systems

Preferred Qualifications

Experience with mainframe data environments
Familiarity with data governance and metadata documentation
