Scope of Project:
The Office of Mental Health (OMH) is seeking an Expert Systems Developer to support development and modernization initiatives under projects including NIMRS 2.0 EHR and other OMH programs as required. The consultant will design develop and implement solutions for enterprise applications using C# .NET technologies MVC architecture PL/SQL Crystal Reports and related development tools.

Responsibilities:

Collaborate with ITS managers technical teams and project stakeholders throughout the System Development Life Cycle (SDLC).
Develop and maintain applications using Microsoft Visual Studio 2022 or higher with MVC Core JavaScript AJAX HTML XML APIs and CI/CD practices.
Create and modify Oracle database objects including tables indexes constraints triggers stored procedures and packages.
Convert migrate and maintain application data when necessary.
Diagnose and troubleshoot application issues business logic calculations and reporting issues using Crystal Reports.
Mentor and guide development team members on debugging troubleshooting application security and deployment practices.
Manage source code repositories using GitLab including check-in/check-out and branching.
Support IT Service Management activities including incident resolution production issue troubleshooting and service requests.
Coordinate release management and system changes with ITS Chief Operating Office personnel.
Provide status updates on development activities issues and deliverables to management.

Required/Preferred Skills:

Mandatory Qualification:

Systems Developer Expert Level (84 months experience).
Ability to design and develop enterprise backend systems and provide guidance to large development teams.

Requested Qualifications:

84 months experience developing complex n-tier web applications using Microsoft Visual Studio / .NET Core.
Experience with modern front-end technologies including HTML5 AJAX JavaScript jQuery Bootstrap and CSS.
84 months experience with relational database design and development including PL/SQL stored procedures triggers indexes and database modeling.
84 months experience interpreting business requirements and translating them into application logic.
72 months experience developing applications using MVC 5 or later frameworks.
72 months experience with Service Oriented Architecture (SOA) integration including WCF REST APIs Web Services and Enterprise Service Bus.
48 months experience developing reports using Crystal Reports version 10 or later integrated applications.
36 months experience using GitLab with CI/CD for source code management.
36 months experience developing applications that manage HIPAA Protected Health Information (PHI).
24 months experience developing applications compliant with Web Content Accessibility Guidelines (WCAG) 2.0.
