We are seeking a Proposal & Strategic Response Lead to take full ownership of our enterprise proposal function including but not limited to RFP/RFI responses unsolicited proposals renewal bids executive concept proposals and sales-driven client submissions. This is the person who runs the roomthe one who reads the solicitation decodes evaluation criteria builds the response architecture writes and sharpens key narrative sections orchestrates cross-functional inputs and drives every submission across the finish line at the highest quality standard.
The ideal candidate is equal parts analytical thinker persuasive writer and process architect. You understand the sales and marketing dimensions of a bidhow to position capabilities differentiate against competitors and speak directly to a buyers evaluation lens. You bring strong business analysis instincts: the ability to map requirements to capabilities identify gaps and translate organizational strengths into structured evidence-backed responses.
Critically this role operates at the frontier of AI-augmented knowledge work. You are expected to be comfortable using AI-based documentation tools to accelerate drafting compliance mapping and content reusewhile exercising rigorous human judgment to ensure accuracy strategic alignment and authentic voice. Team Context & Scope of Authority This role is the designated proposal lead within the Business Development team. You will work alongside subject matter experts sales leadership marketing product and operationsbut you are the single point of accountability for proposal quality and delivery. You will not be expected to write every word of every section. Your role is to lead authorship on strategic sections (executive summaries solution narratives differentiators management approaches) while coordinating editing and elevating SME-contributed content to a consistent standard. Initially an individual contributor role with a clear growth path into team leadership. As the proposal function matures this role is expected to evolve into managing junior proposal writers coordinators and content specialists. |

Own the end-to-end proposal lifecycle: opportunity intake bid/no-bid decision framework response planning content development review cycles compliance verification production and on-time submission
Design and continuously improve a structured repeatable proposal process with defined milestones accountability checkpoints escalation triggers and quality gates
Build and manage a bid calendar across concurrent opportunities balancing resource allocation interdependencies and strategic priority
Conduct deep solicitation analysis at intake: decode evaluation criteria mandatory vs. desirable requirements scoring methodologies submission logistics and competitive landscape signals
Establish and enforce version control and document management protocols throughout each proposals lifecycle
Participate in early-stage opportunity qualification and bid/no-bid decision frameworks
Support capture strategy development prior to RFP release including win themes partner positioning and solution framing
Develop pre-solicitation materials such as capability statements executive briefs and strategic concept documents
Align proposal strategy with XBE requirements (MBE/WBE/VBE participation where applicable)
Maintain structured visibility into pipeline priorities and resource allocation impact
Lead authorship on high-impact proposal sectionsexecutive summaries technical narratives solution descriptions management approaches and differentiator statementsthat are clear compelling and evaluator-ready
Coordinate edit and elevate content contributed by subject matter experts ensuring consistency of voice quality and alignment with evaluation criteria across all sections
Translate complex technical operational and programmatic information into structured persuasive prose that directly addresses buyer priorities
Build curate and maintain a centralized proposal content library: reusable response modules boilerplate language compliance matrices case studies key personnel resumes and organizational capability statements
Enforce strict adherence to solicitation formatting requirements page limits font specifications section structure and submission instructions across every deliverable
Analyze organizational goals service portfolio competitive positioning and win themes to ensure every proposal is strategically alignednot just compliant
Conduct requirements mapping: match solicitation requirements against organizational capabilities identify gaps assess risk and recommend teaming innovation or narrative strategies to address weaknesses
Partner with subject matter experts across Sales Product Operations Clinical and Technology teams to extract insights validate claims and ground proposal content in verifiable evidence
Perform structured win/loss analysis on completed bids to identify messaging patterns process bottlenecks and competitive intelligence that feeds forward into future submissions
Develop pricing narratives and cost volume context in coordination with Finance and Business Development leadership
Partner with Finance to ensure pricing narratives reflect realistic delivery models and protect target gross margin thresholds
Evaluate scope creep risk and recommend bid structures that protect profitability
Ensure every proposal reflects the organizations value proposition brand positioning and go-to-market messagingfunctioning as a sales document not just a compliance exercise
Integrate quantitative proof points case studies testimonials ROI data and visual assets sourced from Marketing into proposal narratives
Contribute to pre-RFP capture and positioning activities: shaping strategy developing relationship-driven intelligence and helping the team compete before the solicitation drops
Understand the buyers evaluation psychologyhow proposals are scored what makes evaluators say yesand embed that awareness into every section of every response
Use AI-powered documentation and writing tools as a regular part of your workflow to accelerate first drafts compliance cross-referencing content repurposing and research synthesis
Apply consistent human-in-the-loop validation to ensure all AI-assisted content meets standards for accuracy tone compliance strategic fit and authentic organizational voice
Develop reusable prompt templates and lightweight workflow guides specific to proposal writing tailored to recurring solicitation types
Stay current on emerging AI tools and documentation technologies; recommend adoption where they genuinely improve the proposal pipeline without sacrificing quality or critical thinking
Help team members get comfortable with AI-augmented writing practices emphasizing the non-negotiable role of human judgment and editorial rigor
Ensure all AI-assisted proposal workflows align with organizational AI governance standards and client confidentiality obligations
Maintain strict data handling discipline when using AI tools in bid environments
Implement and lead a multi-stage proposal review framework: compliance checks technical accuracy reviews editorial passes executive review and formal Red Team/Pink Team evaluations
Serve as the final quality gatekeeper before submissionensuring completeness compliance narrative coherence and strategic alignment
Maintain detailed compliance matrices for each submission tracing every solicitation requirement to its corresponding response location and evidence
Ensure all proposals comply with applicable regulatory contractual and internal governance standards
Bachelors degree in Business Administration Communications or a related field
With good English and Marketing skills.
58 years of progressive experience in proposal management bid writing or capture management with demonstrable ownership of end-to-end RFP processes
Proven track record of leading and winning competitive proposals across government healthcare technology or enterprise sectors
Exceptional writing and editing skillsability to produce clear structured evaluator-ready content under deadline pressure with strong command of grammar tone and persuasive narrative
Strong business analysis capabilities: requirements decomposition stakeholder engagement gap analysis and solution mapping
Comfort and regular practice using AI writing and documentation tools in professional workflows with a clear sense of when to trust verify or override AI-generated output
Experience building and managing proposal content libraries compliance matrices and reusable response architectures
Proficiency in Microsoft Office Suite SharePoint/Teams and proposal management platforms (RFPIO Loopio Qvidian Responsive or equivalent)
Ability to manage multiple concurrent proposals with competing deadlines without compromising quality
Ability to work on-site full-time at the designated India office location
APMP Foundation Practitioner or Professional certification
Experience with government contracting (federal state or local) including FAR/DFAR compliance and SF330 SF424 or similar submission formats
Background in healthcare public health health IT or technology sectors
Experience with CRM and capture management tools (Salesforce HubSpot GovWin )
Working knowledge of prompt engineering and documentation automation best practices
